Ramsey Town Center Task Force
Draft Minutes
March 27, 2003

Members Present:

Absent:

Chair Alena Hunter
Councihnember A1 Pearson
Mary Jo Olson
Steve Sis
Will Thompsen

Vice-Chair Bonnie Thompson
Eric Watson

Also Present:

Principal Planner Patrick Trudgeon
City A&ninistrator Jim Norman
Loren Gordon, HKGi

Motion by Mary Jo Olson to approve the meeting minutes from 3/13/03, Steve Sis,
motion passed.

I)

Town Center Zoning Districts. Loren Gordon of HKGi introduced the Town
Center Zoning District to the Task Force once again. Mr. Gordon reviewed the
changes in the ordinance from the last time the Task Force reviewed the draft
ordinance.

Mr. Gordon reviewed changes in the TC-1 and TC-2 intent statements to require 60
and 70% of retail at street level. Mr. Gordon also discussed the change to TC-4
designation for the property located at the intersection of County roads. The idea that
staff came up with was to allow auto-dependent businesses as a conditional use
permit in these areas. The Task Force, after some discussion, decided that these
comer areas should be a separate zoning district. (i.e. TC-4a and TC-4b).

At this point City Administrator Jim Norman arrived and the Task Force moved to the
agenda itmn regarding a name change for Industry Blvd. (CR 116).

2)

County Road 116 Name Change. Mr. Norman indicated that he would like to
proposed a name change of County Highway 116 through Ramsey. Mr. Norman
indicated that a logical choice would be to call 116 Bunker Lake Blvd. Mr. Norman
stated that in the rest of the County, 116 is known as Bunker Lake Blvd. Second,
Anoka named 116 Industry Ave. years ago to promote the rear entrance to its
Industrial Park. Third, changing the name of 116 to Bunker Lake Blvd. will give area
residents a better idea where the Town Center is located.
