Ramsey Town Center Task Force <br /> Draft Minutes <br /> April 10, 2003 <br /> <br />Members Present: <br /> <br />Chair Alena Hunter <br />Vice-Chair Bonnie Thompson <br />Councihnember Al Pearson <br />Mary Jo Olson <br />Will Thompsen <br />Eric Watson <br /> <br />Absent: Steve Sis <br /> <br />Also Present: <br /> <br />Principal Planner Patrick Trudgeon <br /> <br />Motion by Mary Jo Olson to approve the meeting minutes from 3/27/03, Eric Watson <br />seconded, motion passed. <br /> <br />1) <br /> <br />Town Center AUAR. Principal Planner Patrick Trudgeon introduced the Town <br />Center Alternative Urban Areawide Review (AUAR) environmental docmnent. Mr. <br />Trudgeon stated that the AUAR is a document reviews all types of environmental <br />impacts a development such as the Ramsey Town Center will have. Mr. Trudgeon <br />stated that the AUAR document review items included impacts to land cover, <br />wetlands, groundwater, traffic, public infrastructure needs, natural habitat, noise and <br />and air pollution. Mr. Tmdgeon stated that the base data was prepared Ramsey Town <br />Center LLC engineer, Elmnons and Oliver Research, with that information reviewed <br />by City Staff and the City's engineering consultants. Mr. Trudgeon stated that Staff <br />has reviewed the draft document and after several revisions, found the document <br />acceptable as draft document that can be released to the public and State, County, and <br />Regional Agencies. Mr. Trudgeon stated that the Task Force should review the <br />AUAR document with three questions in mind. 1) Is the base data correct? 2) Are <br />thc impacts described in document accurate based on the data provided? And 3) Are <br />the mitigation efforts described in the AUAR strong enough. Mr. Trudgeon reported <br />fi'om Staff and City Consultant review, the answer was yes. <br /> <br />Principal Planner Trudgeon then reviewed an important element of the AUAR; <br />traffic. Mr. Trudgeon reviewed the needed road improvements required for the Town <br />Center. This included road widening to five lanes on Ramsey, Armstrong, Hwy. 116, <br />and possibly on Hwy. 10. Intersection improvements will be needed at the accesses <br />in the form of multiple turn lanes and stop lights will be needed on these roads as well <br />as off-site locations such as Sunwood Drive/Sunwood and Sunfish Lake Blvd. and <br />l-twy. 10. <br />Task Force Member Will Thompsen stated that he felt that the scope of the study area <br />lbr the traffic area should be expanded and wondered how much background traffic <br /> <br /> <br />
