Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Adopt Ordinance Establishing Boundary Lines for the City of Ramsey Ward <br />System and Resolution to Establish Precinct Lines and Polling Places <br /> <br />City Administrator Norman stated that as a result of the special election on November 6, 2001, a <br />Charter Amendment was adopted requiring the City to be divided into four wards for purposes of <br />electing Councilmembers. This is to be done by ordinance. Following the redistricting by the <br />State of Minnesota, City staff met with Anoka County Elections Supervisor, Gary Poser, to draft <br />different options to establish the boundary lines for the ward system. Pursuant to the City <br />Charter and State Statutes, the wards must be divided as equally in population as is "practicable," <br />and ".. each ward shall be composed of contiguous territory." Council reviewed the draft maps at <br />a work session on April 8, 2002. At that time, a request was made for amendments to the <br />options. City Council met during a special meeting on April 16, 2002, to review the ward <br />options and introduce an ordinance choosing such option. Of the options presented, the one <br />entitled "Option 2" was the favored. The legal description of the ward boundary lines in Option <br />2 was reviewed and compared to the map presented. Council directed staff to contact the Anoka <br />County Elections Department to have them also review the legals to determine that they are <br />completely correct in comparison with the lines drawn on the map. Gary Poser, Anoka County <br />Elections Supervisor, has completed his review and determined that the legal description given <br />matches the lines on the Ward map exactly. The Council must also approve the lines depicting <br />the boundaries for the precincts. Following the adoption of the ordinance for the ward <br />boundaries and the Resolution for the precinct boundaries, staff will send copies to Anoka <br />County Elections and also the Secretary of State's office. <br /> <br />City Attorney Goodrich noted that by State law the City must notify every household with at <br />least one registered voter of a change of a precinct. <br /> <br />Councilmember Hendriksen inquired if it would be possible to get the maps on the City's <br />website. <br /> <br />City Administrator Norman replied yes, but noted that they are behind on the development of the <br />website due to the lack of staff. <br /> <br />City Council/April 23, 2002 <br /> Page 4 of 16 <br /> <br /> <br />
