City Administrator Norman replied that Amcon did not have anything to do with Star Exhibits <br />not coming to the City. <br /> <br />Mayor Gamec stated that the Council already approved the loan to Sunfish Commons. <br /> <br />Councilmember Kurak stated that it is a loan that will be given to Sunfish Commons and will be <br />paid back. <br /> <br />Mayor Gamec stated that he would hope that the loan was not granted simply as an "award", but <br />was done in the best interest of the City. <br /> <br />Councitmember Kurak stated that she does not want to give the impression that the City gives <br />payoffs for bringing a business into the City. It is a loan that will be paid back with interest. <br /> <br />Councilmember Hendriksen inquired if Amcon had not been part of bringing Star Exhibits to the <br />City would the City Administrator not have made a favorable recommendation for the loan. <br /> <br />City Administrator Norman replied that he may or may have not. <br /> <br />Councilmember Zimmerman inquired if the research the City Attorney does includes the loan. <br /> <br />Mayor Gamec replied no. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, to approve the <br />preliminary plat of Sunfish Business Park. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Kurak, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to direct the City Attorney to <br />legally research whether there is any legal action the City can take with Star Exhibits failing to <br />locate in the City of Ramsey. <br /> <br />Amendment by Councilmember Hendriksen, seconded by Councilmember Anderson, to add to <br />the motion to direct the City Attorney to research the appropriateness of continuing with the <br />$150,000 loan to Sunfish Commons. <br /> <br />Further discussion: Councilmember Zimmerman inquired if at this time they would only be <br />asking for infornaation and not making any decisions. City Attorney Goodrich replied that if the <br />motion passes the Council would be looking to delay the closing of the loan for further <br />information. Councilmember Hendriksen inquired as to how long it had been since the loan was <br />approved by the Council. City Attorney Goodrich replied a long time. Councilmember <br />Hendriksen replied that he did not feel that delaying action three weeks was a big concern.
