Mayor Gamec stated that it would be interesting to see a cost analysis. <br /> <br />Councilmember Zimmerman stated that he thought the process would take some thought and felt <br />that there was merit to continue the discussions at a future meeting. <br /> <br />Councilmember Anderson stated that one benefit with staging development is that they would <br />not have an overabundance of children at one time. <br /> <br />Councilmember Hendriksen requested that the Andover Development Policy be included as part <br />of their packet so that they have time to review the information prior to the meeting. <br /> <br />City Administrator Norman noted that Andover has stated that the phasing issue has not been <br />working as originally anticipated. <br /> <br />Councilmember Hendriksen stated that the Comprehensive Plan refers to' staging, so the question <br />is how are they going to accomplish that. <br /> <br />Mayor Gamec suggested having staff do some more research and report back. <br /> <br />Councilmember Hendriksen stated that the City cannot staff for the highest peak demand for <br />construction, which would be required if they don't do some staging. <br /> <br />Councilmember Anderson stated that staging had more to do with the MUSA line going across <br />the City and keeping things in parallel. Now they are going to have to factor in the possibility of <br />the movement of the MUSA line. <br /> <br />City Administrator Norman stated that he will have the City Attorney respond to what options <br />the City has if they include language that the zoning reverts back to the original zoning if the <br />development does not proceed as proposed, and also have staff research if Andover has other <br />guidelines besides housing. <br /> <br />Councilmember Hendriksen requested that staff also research the living wage issues. <br /> <br />3) Rental Ordinance <br /> <br />City Administrator Norman presented a Coon Rapids rental ordinance for Council review. <br /> <br />Councilmember Anderson stated that she had reviewed the Coon Rapids ordinance and she felt <br />that it was reasonably comprehensive and up to date.
