Community Development Director Frolik recommended having the City prescribe one or two <br />consultants that would design the roads, sewer and water. <br /> <br />Councilmember Hendriksen inquired if Bacon Davis would apply if the City built the roads. <br /> <br />Community Development Director Frolik explained that what would happen is the City would <br />state who the developer could use to design the project, but still have the work done as a private <br />project. <br /> <br />Councilmember Hendriksen inquired if the City did the improvements would Bacon Davis apply. <br /> <br />City Administrator Norman replied that he would have to research that information. <br /> <br />Mayor Gamec stated that he felt that the way they currently are operating was the most cost <br />effective. <br /> <br />Councilmember Zimmerman noted that if the City hired a consultant they would be charging <br />back the amount. <br /> <br />Mayor Gamec replied that the City would still have to do the work. <br /> <br />Councilmember Zimmerman suggested that they continue to discuss the issue and <br />recommendation of the Principal Engineer at a future work session. <br /> <br />Councilmember Hendriksen stated that the other part of Andover's development policy has to do' <br />with timing. They restrict how many units can be constructed within a year, etc. <br /> <br />Councilmember Anderson stated that one reason that development within the City of Ramsey has <br />not been spread out is because there were moratoriums over most of the vacant property until <br />recently. <br /> <br />Councilmember Hendriksen replied that that was more of a reason to try and spread out the <br />demand. <br /> <br />Community Development Director Frolik noted that the Andover Development Policy only <br />refers to urban residential development and the reason for the phasing has to do with the fact that <br />Andover does all of the public improvement projects. <br /> <br />Councilmember Hendriksen inquired if Andover had a development policy for commercial <br />projects. <br /> <br />Community Development Director Frolik.replied that the policy before them refers only to urban <br />residential, she would have to look into the commercial policy. <br /> <br />City Council/May 6, 2002 <br />Page 9 of 18 <br /> <br /> <br />
