Community Development Director Frolik noted that the City Engineer does not accept a plan <br />until it is done to the requirements of the City. <br /> <br />Councilmember Anderson inquired if they were talking about the sewer and water and streets <br />and curbs. <br /> <br />City Administrator Norman replied yes. <br /> <br />Councilmember Hendriksen stated that if the City hired a consultant to do the work then they <br />would be accountable to the City and assure that it was being done to the City's specifications. <br /> <br />Councilmember Kurak stated that if the developer has the responsibility of hiring the engineer <br />then the City Engineer still has to review the plans so then there are two engineers reviewing the <br />plan which can be a benefit. <br /> <br />Councilmember Hendriksen stated that if the City takes on the responsibility then they have total <br />control over the plan. <br /> <br />Councilmember Kurak inquired as to how that is different from the requirement being placed on <br />the developer since the City has to approve the plans anyway. <br /> <br />Councilmember Hendriksen replied that the City would be able to determine the layout of the <br />roads rather than the developer. <br /> <br />Mayor Gamec stated that ultimately the plan has to be approved by the City. <br /> <br />Councilmember Hendriksen stated that there have been instances where the City has asked for <br />changes and the developer has made those changes, but not always. <br /> <br />Councilmember Zimmerman stated that he has seen where there havebeen problems and it was <br />brought to the developer's attention and nothing is done and then contracts are paid off and the <br />City is left with the cost. <br /> <br />Councilmember Hendriksen stated that they went to Chicago and looked at four developments <br />and in all instances they stated that the City should have control of the property. <br /> <br />Mayor Gamec replied that that was for a downtown center. <br /> <br />Councilmember Hendriksen stated that it was recommended that the City owned the property to <br />assure that the interest of the City was protected. <br /> <br />City Administrator Norman explained that currently there is the option for the City to do the <br />work, but since 1993, the developers have done all work.
