· City's interests would be protected because all projects would be run through a City Engineer <br /> rather than having the City Engineer deal with the respective engineer of the project. <br /> <br />Disadvantages <br />· Timing - the housing development would become cumbersome because the public process is <br /> generally slower than the private process. <br />· There would be a significant need for additional staffing in the Engineering Department. <br /> <br />City Administrator Norman explained that the City Engineer requested that the Council consider <br />another option. Consider the possibility of the City hiring a consultant to perform the design of <br />the project. With the City acting as the employer of the consultant, Ramsey would more easily <br />assure the City's interests are being protected. <br /> <br />Councilmember Hendriksen inquired if in the past when the developer did the actual <br />improvements themselves did they not require a bond of 150 percent of the cost of.the <br />improvements. <br /> <br />Community Development Frolik replied that whether it is a public or private project they have to <br />bond 125 percent of the cost as well as enough money to cover the cost of the insPector. <br /> <br />Mayor Gamec inquired if the City would have to hold a public hearing in regards to selling <br />bonds for the project. <br /> <br />City Administrator Norman replied yes. <br /> <br />Mayor Gamec inquired if it would impact the City's bond indebtedness. <br /> <br />City Administrator Norman replied no, explaining that they would be using revenue bonds. <br /> <br />Mayor Gamec stated that if the City does the work he sees it building a very large engineering <br />department. <br /> <br />Councilmember Hendriksen inquired if when staff meets with a developer is it billed against <br />their account. <br /> <br />Community Development Director Frolik replied yes. <br /> <br />Councilmember Zimmerman stated that when a private developer does the work there is a <br />tendency to take short cuts. <br /> <br />Councilmember Kurak inquired as to when that has happened in the City. <br /> <br />Councilmember Zimmerman replied that there was an issue in the Apple Ridge development. <br /> <br />City Council/May 6, 2002 <br />Page 7 of 18 <br /> <br /> <br />
