Councilmember Anderson stated that from the neighborhood standpoint nothing gets done even <br />with complaints. <br /> <br />Councilmember Hendriksen stated that he personally does not think they should be proactively <br />looking for violations. <br /> <br />Councilmember Anderson stated that she understands that what is tolerable in the urban area is <br />different than what is tolerable in the rural area.. <br /> <br />Mayor Gamec replied that.junk in any area is junk. <br /> <br />Councilmember Hendriksen replied that junk in many cases is in they eye of the beholder. <br /> <br />Mayor Gamec stated that someday they are going to have take the responsibility on code <br />enforcement because if it ignored for too long people will know that. <br /> <br />Community Development Director Frolik stated that currently they do not have the staff.to take a <br />proactive approach. <br /> <br />Councilmember Anderson inquired if it would be worth looking into the ticketing option. <br /> <br />Mayor Gamec stated that Champlin has a policy that if the site is not cleaned up after the second <br />notice either the City will do it and charge the resident or they will be fined around $750. <br /> <br />Councilmember Zimmerman stated that some people will complain about the most minor issues <br />and he did not think that the City should be involved in neighborhood feuds. He would only be <br />in favor or responding to complaints. <br /> <br />Councilmember Hendr/ksen stated that the definition of.junk is the problem. <br /> <br />Mayor Gamec stated that they have to determine in logic sense is it _junk or is it a minor <br />complaint. <br /> <br />Councilmember Hendriksen questioned the criteria. <br /> <br />Mayor Gamec replied that it would have to be based on opinion. <br /> <br />Councilmember Anderson inquired as to what the Police involvement is. <br /> <br />Community Development Director Frolik replied that the Police have been handling unlicensed <br />and inoperable vehicles when they are parked on a property. <br /> <br />Councilmember Anderson suggested that staff present the complaints to the Council so that they <br />have a better understanding of the issues. <br /> <br /> City Council/May 6, 2002 <br /> Page 12 of 18 <br /> <br /> <br />
