Councilmember Hendriksen suggesting coming up with regulations that are enforceable yet <br />identifies the fact that some people want to be punitive to his neighbor and the differences in the <br />City. <br /> <br />Councilmember Anderson stated that people should not have to complain for five years and have <br />nothing get done. <br /> <br />Mayor Gamec suggested implementing a fine similar to ChamPlin. <br /> <br />City Administrator Norman replied that another way to handle the issue is municipal courts. On <br />a municipal level they would handle their own complaints rather than passing it omo the county <br />which causes significant delays. <br /> <br />Councilmember Kurak requested that staff review a copy of the Champlin ordinance. <br /> <br />Councilmember Zimmerman stated that the real issue is to what degree do they want the code to <br />be enforced. The real issue is cost. <br /> <br />5) City Logo <br /> <br />City Administrator Nelson presented some logo options for Council consideration. <br /> <br />The Council selected an option and directed staff to get some color schemes. <br /> <br />Mayor Gamec recessed the Council work session at 7:53 p.m. <br /> <br />Mayor Gamec called the Council work session back to order at 8:02 p.m. <br /> <br />6) Cable Policy/Conduct & Decorum <br /> <br />City Administrator Norman stated that he contacted the League of Minnesota Cities regarding <br />decorum procedures for Councilmembers as well as receiving information from Lakeville. He <br />explained that the Lakeville policy includes a presiding officer and duties section which could be <br />included in the City's Chapter 2 Council, Boards and Commissions. He also presented language <br />pertaining to council presentation in public forum for consideration. <br /> <br />Councilmember Zimmerman inquired if Quad Cities Cable TV has a schedule of when the <br />Councilmembers updates are played, <br /> <br />City Administrator Norman replied that he was not sure. <br /> <br />Councilmember Zimmerman noticed that his Council update has run at 3:30 a.m. He felt that <br />there should be set times for the Council updates to be played. <br /> <br /> City Council/May 6, 2002 <br /> Page 13 of 18 <br /> <br /> <br />
