Councilmember Hendriksen stated that he had talked at length about the scheduling and <br />suggested running some of the shorter meetings on the same tape. Immediately before, the <br />Charter election infomercials were played back to back and did not play the Council update, <br />which seemed to be a self-serving use of public facilities. <br /> <br />Trond, Associate Producer for QCTV, explained that he is responsible for making sure the <br />programs get on the air. He stated that they have a computer software that schedules the program <br />with priority. The Council meetings have first priority, second priority is Planning Commission, <br />then Council work sessions, etc. The computer determines how long the show is and delegates it <br />into six-hour time slots. The only time slot where there is no programming is from midnight to <br />6:00 a.m. They always schedule the Council meeting and the Council update and then whatever <br />time is left over a program is put in that slot. <br /> <br />Mayor Gamec expressed concern with a six-hour time slot when often the Council starts at 5:30 <br />p.m. and ends at 10:00 p.m. <br /> <br />Councilmember Hendriksen stated that he has had numerous discussion about the problems with <br />the automatic scheduling with QCTV. <br /> <br />Trond explained that the programming is done automatically, but it is programmed in-house. His <br />understanding is that there is a new software in development that will provide more flexibility. <br />The Council updates should run daily depending on the length of the primary programming. <br /> <br />Councilmember Zimmerman felt that the Council updates should be run sometime during 5:00 <br />p.m. to 10:00 p.m. <br /> <br />Councilmember Hendriksen stated during the Council update there has been some statements <br />that certain Councilmembers tend to characterize things in a self serving way, but in actuality <br />they are trying to discuss the merits of things. <br /> <br />City Administrator Norman recommended having the City Attorney review the Lakeville Policy <br />and determine how it could fit into the City's policy under presiding officer. <br /> <br />Councilmember Anderson suggested that they look at the policy thoroughly because if they are <br />not intending on abiding by them then maybe they should not be placed into Code. Either way <br />she would like to see some decorum. <br /> <br />Councilmember Hendriksen stated that he would also like to see some more decorum. He stated <br />that he feels that there is an effort to defuse the issues. He thinks that there are some members <br />who think they can interrupt but not be interrupted. If they could get down to an honest <br />discussion he is all for it. In regards to QCTV, he thinks there is a reason they have <br />Councilmembers and Mayor doing the interviews because residents are interested in their <br />perspective. <br /> <br />City Council/May 6, 2002 <br />Page 14 of 18 <br /> <br /> <br />
