City Administrator Norman replied that he has seen tapes where a Councilmember will make an <br />attack on colleagues. <br /> <br />Mayor Gamec stated that it is an issue of being more professional. <br /> <br />Councilmember Anderson stated that she personally takes the position during a Council update <br />that she is the only one there representing the 'Council so, therefore, she has to take the neutral <br />ground. <br /> <br />Councilmember Hendriksen Stated that the middle ground is to report on the action that was <br />taken and give both perspectives. <br /> <br />Mayor Gamec replied that the Council update is to update residents on what occurred during the <br />Council meeting. <br /> <br />Councilmember Zimmerman felt that it was also a time to hear what the Councilmembers' <br />opinion of the issues were. <br /> <br />Mayor Gamec replied that Councilmembers would be permitted to give their opinion as long as it <br />is clear that it is their opinion. <br /> <br />City Administrator Norman inquired if there was a consensus to forward the language regarding <br />Council representation in public forum. <br /> <br />Mayor Gamec replied yes. <br /> <br />Councilmember Kurak replied yes. <br /> <br />Councilmember Hendriksen stated that he did not think it imposed anything on him that he has <br />not already been following. He did feel that additional language could be added. <br /> <br />Mayor Gamec stated that when a Council makes a decision it is a Council decision. <br /> <br />Councilmember Hendriksen replied that it is important to state when decisions are being made <br />on a 3 to 2 vote and to discuss the merits of what was discussed in the meeting. <br /> <br />Mayor Gamec replied that the only reason for that type of discussion would be for political <br />reasons. <br /> <br />Councilmember Hendriksen disagreed, he felt that the merits should be discussed. <br /> <br />Mayor Gamec stated that he did not think it needed to be stated as to whom voted for what. <br /> <br />City Council/May 6, 2002 <br /> Page 15 of 18 <br /> <br /> <br />
