Councilmember Hendriksen stated that he felt that they would have an entirely different Council
if everyone voted the way they campaigned.

Mayor Gamec stated that he can question the way a person votes, but that is their individual right
and they have to stand behind their own vote.

Councilmember Anderson stated that she does not feel that the Council update should be used as
a campaign forum.

Councilmember Hendriksen replied that he did not believe they were being used as a campaign
forum. He stated that he would like to see tapes if that is the case.

Councilmember Kurak stated that she did not think a campaign should ever happen from the
Council chambers.

Councilmember Hendriksen stated that he thinks there is a tendency to characterize a legitimate
discussion of the merits of things by claiming it is a personal attack, which is inappropriate. He
stated that he would like to make a decision based on the merits on things rather than continue
the way they have.

Mayor. Gamec stated that the appearance from the audience is that the' comments are personal
attacks. When a vote is passed it is the action of the City Council whether you agree or disagree.

Councilmember Hendriksen stated that they need to discuss the fact that they will have seven
Councilmembers after the next election and twice a year a Councilmember will be doing an
update and the Mayor will be doing 12. He felt that they should be doing the updates in a
straight order.

Mayor Gamec replied that he would not have a problem with that.

Councilmember Anderson stated that if they go to seven members it would provide more of an
opportunity to rotate it a little more.

Councilmember Kurak stated that she thought that was a small issue and did not mind either
way.

City Administrator Norman suggested starting a regular schedule when they go to a seven
member Council.

Councilmember Anderson replied yes.
Councilmember Kurak replied yes.

Mayor Gamec replied yes. He recommended bringing it back for Council consideration.

City Council/May 6, 2002
