Case #7: Order 2002 Street Maintenance Program <br /> <br />City Engineer Jankowski stated that the 2002 Street Maintenance Program consists of eight <br />individual improvement projects. Six projects include sealcoating, proceeded by a crack filling <br />operation. A total of 10.38 miles of street are scheduled for this type of maintenance, including <br />4.89 miles of Municipal State Aid (MSA) roadways. Two projects will involve placing a one <br />and one-half inch bituminous overlay over the existing bituminous roadways. Improvement <br />Project #02-10 involves bituminous overlay on 3.98 miles of City street while #02-11 proposes <br />overlays on 2.05 miles of MSA streets. All of the projects, except for project #02-01, will have <br />50 percent of the project costs special assessed under MN Statute 429. Project #02-01 will be <br />financed fi'om the developer escrows set aside for the first sealcoating. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Anderson, to accept plans <br />and specifications and direct staff to solicit bids for the 2002 Street Maintenance Program (IP 02- <br />01, 02-06, 02-07, 02-08, 02-09, 02-10, 02-11, and 02-12). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Anderson, <br />Hendriksen, and Kurak. Voting No: None. <br /> <br />Case #8: <br /> <br />Request for a Conditional Use Permit to Allow for Outdoor Storage in the <br />BW Business Warehouse District; Case of Tom Sauter <br /> <br />Community Development Director Frolik stated that Tom Sauter is requesting a conditional use <br />permit to exceed outdoor storage restrictions established in the BW - Business Warehouse <br />District on the property located at 6651 141st Avenue also known as Lot 1, Block 1, Gateway <br />North Industrial Park No. 5. Tom Sauter constructed a 55,140 square foot multi-tenant building <br />in the year 2001 on the subject il-acre parcel. City Code states that in the BW - Business <br />Warehouse District, outdoor storage is restricted to 10% of the site area; in this case, outdoor <br />storage is restricted to 1.12 acres. Tom Sauter operates his excavating business, T&G Land <br />Company, from his multi-tenant building and utilizes a significant amount of the 1.12 acres of <br />outside storage area. The company, H&L Mesabi, is interested in locating in the City of Ramsey <br />and occupying one of Tom Sauter's remaining vacant units. H&L Mesabi Company is a <br />distributor and seiwicer for large equipment (i.e. snow plow blades, cutting edges) and, therefore, <br />will require a significant amount of outside storage area. In order to provide enough outside <br />storage space for both Mr. Sauter's excavating activities and H&L Mesabi's storage needs, Mr. <br />Sauter is requesting to utilize 31% of the subject property for outside storage purposes, which <br />equates to approximately 3.5 acres of the total 11-acre site. Staff recommended that additional <br />landscaping be added along the northern boundary line in order to provide additional screening <br />of the outside storage area from the neighboring property. The Planning Commission held a <br />public hearing and reviewed the request on May 2, 2002. There was no public input during the <br />public hearing. The Planning Commission recommended that the City Council approve the <br />conditional use permit request by Tom Sauter. <br /> <br />City Council/May 14, 2002 <br />Page 22 of 36 <br /> <br /> <br />
