Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Public Hearing: Introduce Changes to the Snowmobile Ordinance <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:38 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 7:38 p.m. <br /> <br />Presentation <br /> <br />Mayor Gamec stated that the Ramsey Police Department and members of the City Council have <br />been receiving numerous complaints concerning the use of snowmobiles within the City of <br />Ramsey. The Police Department received 42 complaints during the 2001-2002 winter. The <br />number of complaints is not unusually high, but when you consider that there was no snow on <br />the ground for most of the winter, the number of complaints was quite high. The numbers of <br />complaints appear to be on the rise for all areas of the City, but more so in the southern half <br />where lots are smaller and the population is greater. The snowmobile ordinance 6.04 was <br />reviewed to see what could be done to help the overall enforcement in the City and a reduction in <br />complaints. The creation of a Designated Use Area was formulated. The area would be <br />described as the area north of a line traversing the City from east to west at the 15900 block. The <br />ordinance was also rewritten to include all recreational vehicles and restrict their use. The <br />rewritten ordinance was presented to the entire Council at a work session on April 8, 2002. One <br />additional change was made to what was presented to them and that was the hours of operation. <br />They were changed from 11:00 p.m. to 10:00 p.m. for weekday use. <br /> <br />City Council/May 14, 2002 <br /> Page 5 of 36 <br /> <br /> <br />
