Hakanson
Anderson
Assoc.,Inc.

Engineers, Surveyors &
Landscape Architects

November 23, 1988

Mr. Dave Hartley, City Administrator
city of Ramsey
15153 Nowthen Boulevard N.Wo
Ramsey, MN 55303

Re:

Central Park Warming House
Change Order - Electrical Work

Dear Dave:

Enclosed is a letter from Jim Hiltz regarding a change order for
the above referenced project. After the letter was received, the
electrical subcontractor removed the electrical service panel due
either to frustration or perceived liability concerns on his part.
I subsequently met with Dennis Leslie, TSP; A1 Blazevick,
Cottonwood Construction; and the electrical subcontractor on
November 22, 1988 to resolve the problem.

The gist of the ~atter is that a panel box was specified on the
plans that is available both as a stock item and as a catalogue
item which must be fabricated on order. The contractor ordered and
installed the stock items which wouldn't accomodate all the circuit
breakers as specified.

The intent of the electrical engineer was the fabricated panel
which the supplier could have indicated was necessary to the
contractor had the contractor reviewed the plans with him and
submitted shop drawings as specified.

The cost of the fabricated panel is at least double that of the
stock panel and the contractor presents a valid argument that his
bid would have reflected that additional cost had it been more
clearly stated.

To install the panel as specified would require a delay of 5 to !0
weeks for fabrication and delivery. The electrical engineer and
contractor agree that the same results can be achieved by
reinstalling the previous panel box and adding a pole box to the
service panel. The contractor has agreed to do this.

2Z2 Monroe Street
Anoka, Minnesota 55303

61Z/&Z7-5860
