July 30, 1988 Council Rembers, I would like to submit the following written comments because I am unable to attend the public hearing concerning improvement of 15Gth street: BACKGROUND: The portion of 156th Street beginning about 100 feet East of Ramsay Boulevard and continuing East for about I000 feet was constructed without adequate consideration for drainage. Over the years the City of Ramsey has done some things to mitigate the effects of this, such as installing a culvert under 156th. ; am very grateful for this, however, water from 156th is sti 11 being discarded on the property of adjoining property owners without any place to go. This is primarily due to the fact that the natural drainage through the area has been interrupted by the construction of a Oriveway south of i56th on the property of Waiter Rychly. This prevents the runoff From 156th from going anywhere causing it to back up onto my property and the property of others. PROPOSED IRPROVEHENT OF 15Gth: 1 support the improvement of 156th street as long as the p]an incorporates resolution of the existing problem and adequate provisions for the additional runoff that will be created. I am particularly concerned with the previously mentioned section of 156th street beginning about ]OD feet East of Ramsey boulevard extending an additional lOOO feet East. Because there is no way to provide for the water, retention capacity needed for this section of road without once again interrupting the natural water flow through the area the city must be prepared to acquire and improve drainage easements. I hope we can Finally resolve this issue caused by the original design of i56th street. I know this issue has been an ongoing "nuisance" for the city, however it has been a serious problem For me! It has adversely affected the use and enjoyment of my property, damaged my structures and detracted from my property value. ~ r r~/ltenor ~ ksen your consideration.
