RECEIVED <br />AUG 3 1988 <br />Am 'l ............ <br /> <br /> August 2, I988 <br /> <br />Council Members, <br /> <br />Prior to my comments dated July 30, 1988 I requested a copy of <br />the £easibi I fry study on 156th so that I could review the <br />drainage provisions. At that time Hakanson Anderson Associates <br />told me the report had not been completed and would not be <br />available prior to the public hearing on August ?, 1988. <br /> <br />When ] gave my written comments to Anne Norris on August 2, 1988 <br />I learned the study had been completed on July 7, 1988 and <br />included "...a cursory review of the existing drainage system <br />within the project area." I would like to provide the following <br />additional comments based upon my review of that report. <br /> <br />COMMENTS: <br /> <br />Peter Raatikka has termed this study a "cursory 'review" of the <br />project drainage. This indicates he has not thoroughly reviewed <br />the matter and did not feel comfortable enough to provide firm <br />recommendations. I request that you do not take any action on <br />this matter until Mr. Raatikka can provide recommendations based <br />on a complete examination off the drainage within the project. <br />Additionally I request the opportunity to review and comment on <br />his findings and recommendations. <br /> <br />2. Under the section titled STORM DRAINAGE IMPROVEMENTS there are no <br /> provisions for the increased drainage that will be created ss a <br /> result of paving the surface of 156th Ave. All of you know, <br /> especially those of you who have served on' the Planning and <br /> Zoning Commission, that the city will not approve proposed <br /> development without provisions for the additional drainage <br /> created. I request the issue of increased drainage be addressed <br /> as part of a more comprehensive project drainage evaluation and <br /> proposal. <br /> <br />3. The section entitled EXISTING CONDITIONS states "... existing <br /> drainage facilities are generally adequate but lack positive <br /> outlets." Although drainage may be generally adequate throughout <br /> the project, drainage in specific areas is currently inadequate <br /> and as Pete points out "lack[si positive outlets" The city is <br /> currently using private property in these areas for water <br /> retention. <br /> <br /> <br />
