August 2, I988 Council Members, Prior to my comments dated July 30, 1988 I requested a copy of the £easibi I fry study on 156th so that I could review the drainage provisions. At that time Hakanson Anderson Associates told me the report had not been completed and would not be available prior to the public hearing on August ?, 1988. When ] gave my written comments to Anne Norris on August 2, 1988 I learned the study had been completed on July 7, 1988 and included "...a cursory review of the existing drainage system within the project area." I would like to provide the following additional comments based upon my review of that report. COMMENTS: Peter Raatikka has termed this study a "cursory 'review" of the project drainage. This indicates he has not thoroughly reviewed the matter and did not feel comfortable enough to provide firm recommendations. I request that you do not take any action on this matter until Mr. Raatikka can provide recommendations based on a complete examination off the drainage within the project. Additionally I request the opportunity to review and comment on his findings and recommendations. 2. Under the section titled STORM DRAINAGE IMPROVEMENTS there are no provisions for the increased drainage that will be created ss a result of paving the surface of 156th Ave. All of you know, especially those of you who have served on' the Planning and Zoning Commission, that the city will not approve proposed development without provisions for the additional drainage created. I request the issue of increased drainage be addressed as part of a more comprehensive project drainage evaluation and proposal. 3. The section entitled EXISTING CONDITIONS states "... existing drainage facilities are generally adequate but lack positive outlets." Although drainage may be generally adequate throughout the project, drainage in specific areas is currently inadequate and as Pete points out "lack[si positive outlets" The city is currently using private property in these areas for water retention.
