Page 2

The section entitled EXISTING CONDITIONS a'lso states ~Therefore,
the drainage in the area presently ponds in some of the ditches
and Iow areas and percolates into the ground." This seams to
imply natural retention areas exist that will hold the additional
runoff harmlessly until it percolates into the ground.

In actuality the "low area" immediately east of Ramsey Boulevard
is roughly at the high water elevation and is considered
unacceptable as a water retention area. Water discharged into
this area wi I 1 typically not percolate into the ground as
suggested or will do so very slowly, it will remain for extended
periods of time adversely affecting the use of adjoining
property.

IF the water retention capacity for this project is calculated
and added to the high water elevation in this area you will find
the area required will encroach on vast areas of four of five
adjoining property owners.

5.. A Fundamental part of' the Feasibility study and a major concern
of the affected property owners fs cost,

Based upon Pete's ~¢ursory revieww of the projects drainage
requirements he has proposed $2000.00 worth of improvements in
the STORM DRAINAGE IMPROVEMENTS section, a single culvert. None
of the issues ! have raised have been addresed.

Fol lowing a more comprehensive study~proposal that figure will
certainly increase and may increase substantially. I believe you
should have an updated projection of cost prior to making any
decision on this matter.
