In any event, the Commission's <br />ability to play-back on a 24'hour a day, every day, basis on <br />all four access channels shall be complete and unrestricted. <br /> <br /> 9. The Company will provide a modulator, character gener- <br /> <br />ator, and a record/play-back deck as listed in Exhibit D, attached <br />hereto and made a part hereof, for the use of library channel <br />users. This equipment shall be the property of the Commission <br />which may at any time at its sole discretion terminate its use <br />by any library channel user. <br /> <br /> 10. The Company shall make available at no cost to the <br />Commission or any access user a mobile production van for the <br />term of the Franchise so long as the Company owns, leases, or <br />otherwise operates a mobile production van in the State of Minnesota. <br /> <br /> If such a van exists, the availability of a van to the Commission <br />shall be no less than 12 hours per week on a first come, first <br />serve basis. <br /> <br /> !1.
