This <br />took place in March with creation of <br />the Minnesota Police Recruitment <br />System. <br /> <br />Sen'ices <br /> <br /> The MPRS acts as a central "clear- <br />lng house" to receive and process <br />applications for the depaztments it rep- <br />resents. Applicants taS:e written exam- <br />inafions which measure certain aspects <br />of their intellectual abilities and deter- <br />n-fine several specific behavioral tend- <br />encies. The MPRS testing process is <br />the most comprehensive in the state, <br />and perhaps in the nation, because a <br />critical component of tiffs process is <br />psycholo~caJ testing. <br /> Applicants who successfully com- <br />plete the written examinations then <br />take a physical agility test. They must <br />pass the test in order to gain a spot on <br />the MPRS eli~bility roster. <br /> A department wishing to fill a vacan- <br />cy through the MPRS receives test <br />data of applicants who have successful- <br />ly completed all phases of testing and <br />who have indicated a desL~e to work <br />for that department. The department <br />then may select candidates from this <br />list based upon its own criteria, <br />although such criteria obviously should <br /> <br />be job related. Because departments <br />are able to begin oral interviews imme- <br />diately, the time normally necessary to <br />fall a vacancy has decreased to a few <br />weeks. <br /> Each MPRS member has complete <br />control over its oral interview process <br />and over the weight it assigns candi- <br />dates' written examination scores. <br />Each member also controls candidates' <br />background investigations and their <br />psychologir~t and medical evaluations. <br />Thus, there is no loss of local control <br />in hiring police officers in any MPRS <br />community. <br /> <br />Operations <br /> <br /> A board of directors governs MPRS. <br />Each MPRS member appoints a repre- <br />sentative and one alternate to the <br />board. The board sets policy for d~e <br />system and establishes operating <br />guidelines. A nine-member executive <br />comnfittee of the board is responsible <br />for day-to-day operations of the sys- <br />tem. MPRS currently contracts for <br />administrative and professional ser','- <br />ices, so it has no permanent staff or <br />other fixed overhead expenses. <br /> Placement fees, which members pa.',' <br />when they fdl vacancies, provide the <br />majority of the revenue needed to <br />.~upport MPRS. (The current place- <br /> <br />ment fee is $650.) Communities also <br />pay an annual membership fee. The <br />tlfird source of MPRS revenue is a <br />nominal testing fee applicants pay when <br />they take the written exanfinations. <br /> Any municipality or other law <br />enforcement agency witlfin the state <br />may apply for membership in the <br />MPP, S.
