Charles R. Weaver served as an Independent-Republican member of the Minnesota House of Representatives from 1967 to 1975. He served as Chief Author of the Fiscal Disparities Law and Metropolitan State University Enabling Law in 1971. He served as a member of the Metropolitan Council from 1975 to 1979 and as Chairman from 1979 to 1982. He has made numerous.presentations on fiscal disparities and published a paper on Land Use Planning in the United States. In addition, he has been a member of the Board of the Business Economics Education Foundation since 1983, and general counsel of the Regional Transit Board. Mr. Weaver is currently lead legislative counsel to Anoka/Hennepin School District, Anoka County, and the Anoka County Chamber. He serves as a member of the Board of Directors of the Anoka County Economic Development Partnership. His years of service in public office and as an attorney in the State of Minnesota provide him with a breadth of experience and knowledge in the field of governmental relations and public finance. Wendell A. Anderson served St. Paul in both the Minnesota House of Representatives and Senate from 1959 to 1971. Mr. Anderson's interest in health and human services issues continued during his service as Governor of Minnesota from 1971 to 1977. He served Minnesota in the United States Senate from 1977 to 1979 when he joined LHD&L. Mr. Anderson's involvement in the political process has continued in his representation of Minnesota Broadcasters Association, C.V.N., Inc., Fingerhut, Lutheran Brotherhood and U.S.S. Broadcasting, !nc., in the State Legislature and before Congress. Richard A. Forschler has been a member of the Firm in the Governmental Relations Department for ten years. Mr. Forsch!er was a research assistant wi~h the Minnesota Sena-_e Tax Committee during the 1973 and 1974 Legis!aHive Sessions He cained federal ~ec~!ative experience while at%ending Georgetown Un!versisy Law Center in Washington, D.C. from 1974 5o 1977. Mr. Forsch!er works exclusively wish governmental bodies as a member of the Governmental Relations DePartment. His legislative experience includes representation of Hea!thOne, Me~ropoiitan Medical CenHer, the !{innesota Consumer Finance Conference, Motion Picture Association, and the Nicollet Mall Implementation Board. Gerald L. Seck has been with the Firm since 1984 as a full-time !obbyis~. He lobbies on behalf of Browning- Perris Industries, Vinland National Center, and the ~inneso%a Glass Associasion. His experience includes ten years of !obSving at the Minnesota Le~islasure. Prior %o joinLng the Firm, Er. Seck was %he managing par%net of a !aw f±rm in Bemidji, Minnesota.
