Whether LHD&L has total responsibility for a particular issue or is assigned only to monitor legislative developments, our personnel have the experience and knowledge to effectively represent northern suburbs. we would propose a strategy which would begin with careful consultation with the Cities and staff regarding the issues which are important to the area, namely tax increment financing, development and property taxes. LHD&L will work closely with the cities to devise the appropriate position with regard to the legislation and an effective strategy for accomplishing ~he goals of the northern suburbs. We would apply our understanding of the overall context of the tax system to participate in the development of a strategy to address property tax and development issues. IV. FEES FOR SERVICES LHD&L proposes to structure its fee arrangement based on hourly fees, fixed retainer fees, or a combination of fixed retainers and hourly fees. Applicable billing rates vary from $90 per hour to $190 per hour. The Firm could work under an arrangement whereby the Cities would be billed on a monthly basis for the fees incurred based on hours of services provided. Should the role of LHD&L remain flexible, this may be the most appropriate fee arrangement. To the extent that conversations between the Cities and the Firm result in delineation of ~he issues and a defined role for LHD&L, the Firm will be able to ssruc~ure a fee arrangement which provides for fixed re~ainers, or a combination. Since there are manv ent~' . ~!es within the northern suburbs who would benefit from development and propersy ~ax improvements, an annual fee would allow a simple means %o divide the costs incurred with o~her governing bodies. When the Firm's role is specifically defined, the total amount of fees which may be incurred with reqard to active representation of the Cities could range from S50,000 to $75,000 annually. In addition to these fees, ~he Firm would also bill for out-of-pocket expenses incurred.
