RESOLUTION REGARDING
NO WAKE ALONG THE RUM RIVER
LOWER RUM RIVER MANAGEMENT ORGANIZATION
By: Pete Raatikka, .City Engineer

Case # 16

Background:

As previously discussed at your June 28, 1988 council meeting, the
LRRWMO board received a request to establish an ordinance limiting the
size and/or speed of boats and motors on the Lower Rum River. This
ordinance would help to reduce erosion of the river bank and address
safety concerns. The LRRWMO 'sent the request to Anoka County for
consideration of an ordinance. The County responded by saying they
would consider an ordinance if all the city councils adjacent to the
Lower Rum River were in favor of the ordinance.

At the LRRWMO meeting it was decided to have each city adopt a common
resolution supporting an ordinance establishing erosion controls and
limiting the size of motors and speed for boats operating on the Lower
Rum River.

Enclosed are copies of letters from Dan Erhart, Chai~-man of the Anoka
County Board of Commissioners and Curtis A. Pearson, attorney for the
LRRWMO discussing this issue. Also enclosed are copies of the
proposed resolution supporting the ordinance and the ordinance
establishing the erosion controls.

Reco,nunendation:

i would reco,,-unend that the City Council adopt the resolution to
support an ordinance limiting the size and/or speed of boats and
motors on the Rum River to control erosion and to protect the health,
safety and general welfare of the public.

Council Action:

Motion to adopt Resolution ¢88__ a resolution relating to the
establishing erosion and safety concerns and limiting the size of
motors and speed of boats operating on the Lower Rum River.

Review Checklist:

Administrator
Attorney
Engineer
Comm.
