CASE ~2: <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT TO: 1) USE LAND CURRENTLY ZONED <br /> I-1 INDUSTRIAL FOR VERTICAL EXPANSION OF THE EXISTING LANDFILL; 2) <br /> CONSTRUCT AND OPERATE A SKI AND SLEDDING RECREATIONAL FACILITY ON <br />PROPERTY CURRENTLY ZONED R-1R RESIDENTIAL AND I-1 INDUSTRIAL; 3) <br />ROUGH GRADE A ROADWAY THROUGH DNR DESIGNATED WETLAND; 4) EXCAVATE, <br /> GRADE AND TRANSPORT SOIL MATERIALS FOR LANDFILL COVER MATERIAL.; <br /> CASE OF WASTE MANAGEMENT OF MINNESOTA, INC. <br /> <br />Background: <br /> <br />Waste Management of Minnesota, Inc. is requesting a conditional use permit <br />to complete the following on the current property owned by Waste Management <br />of Minnesota, Inc., west of Sunfish Lake Blvd.: <br /> <br />1) <br /> <br />Use land currently zoned for industrial use for the vertical expansion <br />of the existing landfill. This expansion would provide at least an <br />additional 635 acre feet of landfill capacity. <br /> <br />Use land currently zoned as industrial and residential for the <br />construction of a tow rope, warming house and parking facilities for a <br />ski hill and sledding recreational facility. <br /> <br />3) Rough a grade a road right-of-way through a DNR designated wetland. <br /> <br />4) Excavate, grade and transport soil materials for use as landfill cover <br /> material. <br /> <br />For your information, refer to the supporting documentation packet <br />delivered with the October 25, 1988 Council agenda which contained the <br />following: <br /> <br />a) Site location mapttached information <br />b) Letter from John Stine, DNR, dated July 29, 1988 <br />c) Public hearing minutes dated September 8 and September i4, 1988 <br />d) City Engineer's report dated September 14, 1988 <br />e) Summary of EIS <br />f) City comments on ElS <br />g) Socio-Economic Impacts excerpts <br />h) Letter to FAA regarding compatible land use assurances <br />i) Existing land use figure <br />j) Planning and Zoning findings of fact <br />k) Proposed conditional use permit <br /> <br />Observations: <br /> <br />As you recall, Waste Management requested that their request be withdrawn <br />from the October 25, 1988 City Council agenda and forwarded to the next <br />regular City Council meeting agenda. At that time, City Council also <br />scheduled a special meeting for October 26 to review the Planning and <br />Zoning Commission proposed findings of fact relating to Waste Management's <br />request. The proposed findings of fact and conditional use permit have <br />been revised to reflect Council discussion on October 26 and will be <br />delivered under separate cover. <br /> <br /> <br />
