REQUEST FOR MINOR SUBDIVISIOI~; CASE OF MR. ART BULOW <br /> By: A~ting Zoning Administrator Merland Otto <br /> <br />Background: <br /> <br />Mr. Art Bulow is proposing a subdivision of the property located south of <br />Hwy. #10 N.W. and east of the proposed extension of Sunfish Lake Blvd. N.W. <br />The subject property is one lot of record that was split in two by the <br />extension of Front Street. Mr. Bulow is proposing a minor subdivision to <br />create one lot north of Front Street and split the remainder of the parcel <br />south of Front Street into two lots. <br /> <br />Observations: <br /> <br />The.Planning and Zoning Commission met on November 1 and recommended <br />approval of the minor subdivision contingent upon DNR and EQB approval of <br />Ramsey's proposed amendment to the Critical River Corridor Ordinance. As <br />you recall, the proposed amendment establishes 'less stringent development <br />standards along the Mississippi River where municipal services are <br />available. <br /> <br />The Park and Recreation Commission met on October 20 and recommended <br />acquisition of a 35 foot easement for the future Mississippi multi-use <br />trail system to satisfy the City's park dedication requirements. <br /> <br />Mr. Bulow is also in the process of requesting rezoning of the two southern <br />lots from B-1 Business to R-1U Residential. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Proposed subdivision <br /> c) City Engineer's report dated October 27, 1988 <br /> d) Letter from EQB dated October 27, 1988 <br /> e) Proposed resolution <br /> <br />As shown, the preliminary plat indicates dedication of a 35' right-of-way <br />for the proposed regional trail. As Council will recall, at it's October <br />25, I988 meeting, the Council reviewed the adjoining Elofson plat to the <br />west and determined that the developer should dedicate 3' of additional <br />right-of-way rather than the recommended 35' and also stipulated that the <br />developer should construct an 8' bituminous walkway. <br /> <br />While the Parks and Planning and Zoning Commissions have recommended <br />approval of the preliminary plat as shown, in view of the previous action <br />on the Elofson plat, the Council may desire to stipulate a similar <br />requirement for this subdivision. <br /> <br />87- <br /> <br /> <br />
