PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on <br />Thursday, September 8, 1988 at the Ramsey Municipal Center, 15153 Ncwthen <br />Blvd. N.W., Ramsey, Minnesota regarding Bladholm Brothers' request for a <br />conditional use permit to: 1) establish and operate a landfill for waste <br />concrete and concrete-related materials; and 2) excavate and fill materials <br />in the operation of the proposed landfill. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zlmmerman, Chairman <br />Mr. Michael Terry <br />Mr. Jim Howell <br /> <br />Also Present: <br /> <br />Mr. Merland Otto/Hakanson-Anderson Associates <br /> <br />Members A~sent: <br /> <br />Mr. Roy Shumway <br />Mr. Terry Hendriksen <br />Mr. Charles LaDue <br />Mr. Jim Holm <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 8:07 p.m. <br /> <br />CITIZE~ INPUT <br /> <br />Mr. Tim Thornton - Attorney representing Bladholm Brothers - Stated that <br />Bladholm Brothers is requesting a permit to establish and operate a <br />landfill that will be used to dispose of concrete waste products left on <br />the property by Prestressed Concrete and those that will be created in the <br />future by Bladholm. <br /> <br />John Shamp - President of Bladholm - Stated that Bladho!m acquired 50 acres <br />in P~usey last }'ear with the intent of operating it as a concrete products <br />plant. There is approximately 3,000 cubic yards of concrete by-products <br />~na~ were left on the property by the ~ <br /> ~ . . ~ormer owner that cannot be sold cr <br />used. In addition, Bladholm als° produces seconds and rejects and tlne <br />concept is to bury by-produCts below ground and store products above <br />ground. <br /> <br /> Thornton - Noted that MPCA and A~noka County are also involved in the <br />per-unit t lng process. <br /> <br />Rudy HoaEberg - R.K. Hoagberg and Assocites - Stated that he was engaged by <br />~iadhoim to review the environmental aspects associated with their request. <br />· ~.'.r. Eoagberg stated that ir is not econc~ica!iy feasible to break-no and <br />transport concrete by-products for disposal.
