4) Plants-N-Things <br /> <br />City Administrator Norman stated that Plants-N-Things is purchasing property from Mr. Dillon <br />to expand their business, but the City has also been made aware of other development interests <br />for the property at the intersection of Sunfish Lake Boulevard and Highway #10. He explained <br />that Walgreens from downtown Anoka would like to relocate onto Highway #10 with a 14,000 <br />square foot facility. The issue was discussed with the EDA and they recommended that staff <br />discuss the issue further with the Council. Staff requested authorization to discuss with the <br />property owner the possibility of relocating his business to another parcel along Highway #10. <br /> <br />Councilmember Hendriksen inquired if the City is interested in acquiring the property why <br />would they negotiate for the property rather than use the eminent domain process. <br /> <br />City Administrator Norman replied that the City has to start with negotiations, if that does not <br />proceed staff will come back to request the initiation of the eminent domain process. <br /> <br />Mayor Gamec recommended that staff begin negotiations. <br /> <br />Councilmember Hendriksen recommended that staff begin negotiations. <br /> <br />Councilmember Zimmerman inquired if the City is going to spend public money to locate <br />businesses on a property that the highway department might require them to move. <br /> <br />Mayor Gamec replied that either way they will have development on the property so they should <br />collect good tax revenue since the earliest they will probably see the realignment of Highway <br />#10 is ten to 15 years. <br /> <br />Councilmember Zimmerman stated that people are demanding some action on transportation and <br />do see an increase in spending on transportation. <br /> <br />Councilmember Kurak inquired as to where the funds would come from to acquire the property. <br /> <br />City Administrator Norman explained that there would be no requests for assistance for the <br />Walgreens/Sunfish Commons development. If the City takes the property by eminent domain <br />the City would then quickly sign a development agreement for the Walgreens/Sunfish Commons <br />development and then they would provide the funds. <br /> <br />Councihnember Anderson stated that she did not think it was good public purpose to condemn <br />the property for a better use. <br /> <br />City Administrator Norman stated that he would set up a meeting with Mr. Hickman to discuss <br />the issue. <br /> <br />Councilmember Hendriksen stated that there has been a long history of disregard with the owners <br />o f P 1 ants -N-Things. <br /> <br />City Council/May 21, 2002 <br /> Page 7 of 8 <br /> <br /> <br />
