Councihnember Zimmerman replied that staff can't do it all. <br /> <br />Mayor Gamec stated that if staff needs help they can hire a consultant. <br /> <br />Councilmember Hendriksen stated that the developer has the motive to get the infrastructure <br />built and the City has the motive of being able to maintain the system in the future. If the City is <br />hiring the engineer to design the infrastructure, it will be done in the favor of the City and make <br />it more reasonable for the City to own and maintain the infrastructure in the future. <br /> <br />Principal Engineer Olson stated that staff is not saying that they cannot review the plans, they do <br />everything they can to make sure the plans are done to the best interest of the City. <br /> <br />Councilmember Hendriksen stated that if someone designs a plan they have more insight then if <br />they are simply reviewing a plan. <br /> <br />Mayor Gamec noted that if the work is contracted out the plans would still have to be reviewed <br />by staff. <br /> <br />Principal Engineer Olson replied that that was correct, but staff would be working with an <br />engineer they have confidence in. He explained that the City has worked with engineers hired by <br />developers that have been good to work with, but currently they have no control over who a <br />developer hires for an engineer. <br /> <br />Mayor Gamec stated that he sees the change requiring a very significant staff increase. <br /> <br />Councihnember Kurak stated that she did not understand why having staff being responsible for <br />designing the infrastructure is the same as building the infrastructure. <br /> <br />Councilmember Hendriksen agreed that they should separate the issues. He stated that he would <br />agree with a staff engineer or a consultant hired by the City to do the design work. <br /> <br />Principal Engineer Olson replied that they could include, as part of the development agreement, <br />that the City does the design, but the developer would be required to construct the infrastructure. <br /> <br />Mayor Gamec requested that staff research if the City would be required to go through the <br />bidding process in that scenario. <br /> <br />Principal Engineer Olson replied that the private developer would not be required to go out for <br />bids, but how would the City assure that they are getting the best use of sewer and water trunk <br />fees. <br /> <br />Councilmember Hendriksen stated that he tended to not be in favor of the City doing the bidding <br />because if someone is in the business of constructing infrastructure would they require that they <br />bid out the work.
