Councilmember Hendriksen stated that he thinks that multiple people looking at a plan helps <br />reduce errors, but also trying not to get things done quickly. He stated that the City needs to be <br />staffed reasonably and they need to determine what that is for the City. <br /> <br />Councilmember Kurak stated that she was not agreeable with the timing of development. <br /> <br />Principal Engineer Olson stated that he did not think they would have to increase staff <br />significantly if they use consultants. He did not know how they can predict when development <br />will occur on vacant parcels. <br /> <br />Councilmember Anderson stated that some of the excess development has to do with the <br />moratoriums so development will probably even out. She did not think it was a bad idea to have <br />some development guidelines. <br /> <br />Councilmember Hendriksen stated that currently there is a soft economy and they are still seeing <br />a significant amount of development. His concern is what might happen if the economy picks up <br />again. He stated that he did not see anything wrong with requiring preliminary plat approvals by <br />a certain timeline. <br /> <br />Councilmember Kurak stated that every time the Council requests a rework of a plan it delays the <br />building schedule so when there is a date certain timeline and it is passed up because the Council <br />requested a reworking of the plat it could delay a developer another year. <br /> <br />Principal Engineer Olson noted that after preliminary plat approval there would be a delay of <br />about three to four months with the City doing the engineering work, since the City would have <br />to go through the bidding and public hearing process. <br /> <br />Councilmember Kurak stated that she had misunderstood the recommendation. She stated that <br />she did not believe that the City should be constructing the infrastructure. <br /> <br />Mayor Gamec stated that he disagreed with the recommendation as well because he was <br />concerned they would be creating a large engineering department. He felt that the developer <br />should pay for the cost of constructing the infrastructure especially since they can probably do it <br />at a lower cost. <br /> <br />Councilmember Zimmerman stated that when the comment is made that the private entity can <br />get a job done at a lesser cost he disagrees. <br /> <br />Mayor Gamec inquired if staff was stating that if the developer hires the engineer the project will <br />be done with lesser standards. <br /> <br />Principal Engineer Olson replied no, but it puts the onus on the City to find every area that they <br />might try and cut. <br /> <br />Mayor Gamec stated that he felt that staff was capable of reviewing the plans according to specs. <br /> <br />City Council/May 21, 2002 <br /> Page 5 of 8 <br /> <br /> <br />
