<br />. <br /> <br />. <br /> <br />. <br /> <br />townhomes and apartment requirement setbacks were 15 feet, and staff determined that 40 feet <br />would be more reasonable for back-to-back setbacks. <br /> <br />Councilmember Zimmerman requested that Mr. Gordon explain the removal of the extra parking <br />space requirement. <br /> <br />Mr. Gordon explained that it would be applicable to townhome developments where there are <br />reduced setbacks in the front yard and there are two parking spaces on the driveway. Previously <br />City Code required that a one-half parking space per unit be provided within the development to <br />accommodate overflow parking. Now that public streets are to be part of the townhome <br />developments the parking could be accommodated along the public street. <br /> <br />Councilmember Zimmerman inquired if a development only had private streets, would that <br />provision apply. <br /> <br />Mr. Gordon replied that under the proposed code there cannot be a development with all private <br />streets. <br /> <br />Principal Planner Trudgeon explained that the concern staff had was having parking nodes along <br />public roads. <br /> <br />Councilmember Zimmerman questioned if the setbacks included the local setbacks. <br /> <br />Principal Planner Trudgeon replied that they would add language to state "plus applicable local <br />setbacks" where appropriate. <br /> <br />Councilmember Hendriksen if there was a townhome unit with a boat in the garage and the cars <br />are on the driveway, now there would only be overflow parking on the public street and the City <br />restricts parking from 2 a.m. to 6 a.m., so where would they park overnight. <br /> <br />Mr. Gordon replied that they cannot cover every circumstance, but they are trying to balance the <br />best they can. The site plan review process is where it should be identified and the Council can <br />always ask for more parking spaces. <br /> <br />Councilmember Hendriksen stated that the Council could not ask for more than what the code <br />calls for. <br /> <br />Mr. Gordon replied that he thought the Code would permit the Council to do so. <br /> <br />Councilmember Hendriksen stated that the City Attorney has stated that the Council can't require <br />more than what is required in City Code. <br /> <br />City Attorney Goodrich stated that that was correct. <br /> <br />City Council/May 28, 2002 <br />Page 5 of 25 <br />
