<br />. <br /> <br />. <br /> <br />. <br /> <br />Councilmember Hendriksen stated that there is nothing to guarantee a developer will give them <br />the additional parking. <br /> <br />Councilmember Kurak stated that people who live in single-family homes have the same <br />situation. She inquired if there was some language that could be added so that the Council could <br />require additional parking if they so choose. <br /> <br />Mr. Gordon replied yes. <br /> <br />Mayor Gamec stated that they are referring to townhome developments and most of the people <br />living in those types of housing do not have a lot of excess equipment. <br /> <br />Councilmember Hendriksen stated that there have been a lot oftownhome garages that have been <br />filled with things other than cars. The way the code is proposed there would not be one extra <br />parking space and the Council would not have the ability to require any extra parking spaces. <br /> <br />Council member Anderson replied that that is the same case with the people who live in single- <br />family homes. <br /> <br />Councilmember Hendriksen stated that the difference is that when someone comes to visit his <br />home they have a place to park other than on the City street. If someone has a filled garage and <br />there are two people with cars, there is nowhere else to park in the development. <br /> <br />Councilmember Kurak pointed out that Mr. Gordon has indicated that they could add language <br />that would give the Council discretion regarding the issue so she did not see any more reason to <br />discuss the issue. <br /> <br />Councilmember Zimmerman stated that he did feel there should be some area for overflow <br />parking. <br /> <br />Mr. Gordon explained that as staff was going through and testing the extra space requirement, <br />they were trying to see by including the standard where they wouldn't comply with the code and <br />in most cases the development exceeded the minimum. Most developers are going to give the <br />homeowners what they want. <br /> <br />Councilmember Anderson expressed concern with allowing barbed wire fence in a residential <br />zone. She stated that she understood that some people feel there is a need for electric fence for <br />agricultural purposes, but she wanted to see the barbed wire removed from Code. <br /> <br />Mr. Gordon explained that the Code does give the authority to the Zoning Administrator and so <br />all types of fencing were identified as an option. If the Council wants to specifically exclude <br />barbed wire in certain circumstances, then there should be language added, but as the Code is <br />written it does offer discretion. <br /> <br />City Council/May 28, 2002 <br />Page 6 of 25 <br />
