<br />. <br /> <br />. <br /> <br />Councilmember Anderson stated that she is concerned with the idea that there could be barbed <br />wire within the MUSA where there are several children. <br /> <br />Councilmember Hendriksen replied that that is his objection with placing all residential uses <br />under the same zoning district. Currently there is an Rl Rural and Rl Urban zoning in the City, <br />which were two specific zoning districts and applied different sets of standards. Now they want <br />to apply the same standards on everyone and only differentiate by size of lot and the MUSA line. <br />He felt that making that change will take away many of the rights of the people who moved to <br />the City of Ramsey. <br /> <br />Mayor Gamec stated that he felt that the language as proposed was adequate. <br /> <br />Councilmember Kurak stated that she is opposed to barbed wire and would not be opposed to <br />removing it from Code. <br /> <br />Councihllember Zimmerman felt that the Code should be left as recommended by the Chapter 9 <br />Committee. <br /> <br />Councilmember Kurak recommended stating that any parcel under a certain size is prohibited <br />from having barbed wire fence. <br /> <br />Mr. Gordon explained that the language as proposed states that barbed wire can be used to <br />accommodate livestock, which would keep it from occurring on 2.5-acre estate lots that don't <br />have those activities occurring. <br /> <br />Councilmember Hendriksen stated that he personally is not a large fan of barbed wire, but there <br />are some animals that need barbed wire. The reason they need to accommodate the uses is <br />because the City is having development encroaching on people that have been around for a long <br />time and to keep it a peaceful community they have to make accommodations. <br /> <br />Councilmember Anderson stated that many of them have raised children in urban areas and <br />children do go through a variety of neighborhood yards to play. She stated that she is willing to <br />compromise on the electric fence issue, but felt that as a public policy, barbed wire and young <br />children do not get along. <br /> <br />Mayor Gamec agreed, but felt the proposed language addressed those concerns. <br /> <br />Motion by Councilmember Kurak, to introduce an ordinance amending the text and zoning map <br />for the low, medium, and high density residential districts, and the text for the Planned Unit <br />Development district contained in Chapter 9 (Zoning and Subdivision of Land) of City Code, <br />adding language with regard to the R-2 and R-3 zoning that the Council may require additional <br />parking spaces on an as needed basis with language being presented at the time of adoption. <br /> <br />.
