Councilmember Hendriksen stated that former Councilmember Connolly had tracked the issue
and found that the City started out with certain requirements and as it moved out of their control
it was deleted from the picture.

City Attorney Goodrich replied that generally that was true. He explained that the City had
requested a fi'ontage road and 20 acres for commercial development along the frontage road.
Somewhere between 1992 and 1996, the commercial issue was dropped. The County indicates
that they are willing to abide to the frontage road.

Councihnember Zimmerman stated that it seems that the act of silence on the part of the City
was a cause for dismissal, but the City never stated that they were abandoning commercial
activity.

City Attorney Goodrich noted that the County Park Director of Anoka County stated that since
they have three life estates on the property they don't intend on doing anything with the property
at this time.

Councilmember Hendriksen stated that the plan shows the Mississippi West Park 600 feet west
of Ramsey Boulevard and inquired if that was in error. He noted that he thought the eastern
boundary aligned with Ramsey Boulevard.

City Attorney Goodrich replied that he would research that information.

COUNCIL INPUT

Nolle.

ADJOURNMENT

The work session of the City Council adjourned at 7:05 p.m.

Respectfully submitted,

Nanci Libor
Recording Secretary
TimeSaver Off Site Secretarial, Inc.

.inistrator

City CouncilfMay 28, 2002
