City Administrator Norman replied that it has been since at least 1999.

Councilmember Hendriksen stated that he personally did not think that they should do anything,
but if they do, they should make it effective after 2004.

Conncilmember Anderson noted that the Charter states that any increase would have to take
affect after the next municipal election.

Councilmember Kurak stated that she would not have a problem with increasing the wages until
2004. With the city growing and more being required of the Council she felt that the increase
would be appropriate.

Mayor Gamec recornmended an increase to $6,000 for the Council and $8,000 for the Mayor.

Councilmember Zimmerman stated that he felt that the timing for the increase was bad. He
stated that there are people in Ramsey who are not experiencing the best economic times so
taking a raise might not set too well.

Councilmember Hendriksen noted that if the Council went to $500 a month it would be $6,000 a
year and the Mayor at $600 a month would be $7,200 a year. Having said that, it is not an
endorsement. Given the economic climate he did not feel it was the right time to increase the
salaries.

Mayor Gamec stated that he personally did not care either way.

Councilmember Kurak stated that she brought the issue forward as a discussion item, it was not
intended to be a money making issue. She noted that she would never propose for the increase to
take affect until after the current Councilmembers terms are over.

Consensus of the Council was to discuss possible increases next year.

4) Community Center Survey

City Administrator Norman presented the community center survey for Council review as well as
an article from the Star Tribune dated May 2, 2002 titled "When public meets private". He noted
that the YMCA is interested in talking with the City in regards to private/public near the town
center site.

Councilmember Hendriksen inquired if a resident had started the survey and then felt that the
questions being asked did not allow them the answer they preferred, what happened to that
survey attempt.

City Administrator Norman replied that he did not know that answer, but would find out.

City Council/June 4, 2002
