Councilmember Hendriksen stated that within the last 30 days two people have approached him <br />and said that the survey was a "push" survey and did not give them options aligned with the <br />preferences and they did not complete the survey because of that reason. He questioned if those <br />results were ignored or were they included. <br /> <br />City Administrator Norman replied that he would find that information out. <br /> <br />Councilmember Anderson stated that the public/private partnership seems to have something to <br />offer rather than the City doing it alone. <br /> <br />Mayor Gamec replied that it is a way to keep the costs down so that it is not a cost burden to the <br />residents, <br /> <br />Councilmember Anderson stated that it seems as if the YMCA has a broader program and their <br />needs to be some balance in the City. She stated that Lord of Life has built a large gym on their <br />site and believed that the new church being constructed in Ramsey is planning on building a <br />youth center as well. Somehow the citizens want a balanced amount of services. Right now just <br />finding a meeting area in Ramsey is difficult. She thinks they need to think broadly with <br />different possibilities. <br /> <br />Councihnember Kurak expressed concern that a majority of the people surveyed were over the <br />age of 34. She felt that younger families would more likely use the community center. <br /> <br />Councilmember Hendriksen noted that 66 percent of the households had 3 to 6 + family <br />members. He stated that in reviewing the questions he can see where people might feel like they <br />were being pushed because they were being asked what type of uses they would like to see and <br />what would they support with their tax dollars, but "none" was not an option. <br /> <br />Mayor Gamec stated that the first survey indicated that there would be large support for a <br />community center and this survey would indicate that they should not construct a community <br />center. <br /> <br />Councilmember Hendriksen replied that he felt that the first survey was even more of "push" <br />survey, which is why the second survey was done. <br /> <br />Councilmember Zimmerman stated that if it is decided that a community center should be <br />constructed it should be subject to a referendum. <br /> <br />Councilmember Hendriksen stated that if there is private entity that is interested in constructing a <br />facility in the City where they could have a resident rate that was consistent with the City <br />investment than it might be worth exploring, otherwise he could not see pursuing a community <br />center. <br /> <br />City Council/June 4, 2002 <br /> Page 7 of 8 <br /> <br /> <br />
