Assistm~t Community Development Director Trudgeon explained the combination of <br />townhomes and single-family lots in the northern portion of the plat will need to be processed <br />as a Planned Unit Development. The~ Proposed development will also need to go through site <br />plan review, most likely at the preliminary plat stage. The revised sketch plan is proposing to <br />construct a combination of public and private streets throughout the development, similar to the <br />streets that were approved with 'the first two phases of Town Center Gardens. The revised <br />sketch plan shows 148th Avenue being brought to the western boundary of the plat. This is in <br />compliance with City Code, which requires streets to be brought to the edge of the plat to <br />facilitate development on adjacent parcels, should it occur. He explained a temporary cul-de- <br />sac will need to be provided on 147"~ Lane NW; this street also exceeds the maximum cul-de- <br />sac length as outlined in City Code. A variance will be required for this length of cul-de-sac. <br />Staff finds this plan generally acceptable and recommends the plan move ahead into the <br />platting process. <br /> <br />Councilmember Cook asked if this could be accomplished under a PUD, rather than an <br />amendment to the Comprehensive Plan and zoning change. He stated he would hate to see <br />commercial property coining in there down the line because it is zoned multi-use. <br /> <br />Assistant Community Development Director Trudgeon replied he is not sure if the codes allow <br />for increasing density through just a simple PUD process, which might undermine the <br />Colnprehensive Plan process. The second thing would be the precedent that would be set. The <br />north area of this subdivision will be a PUD because of the single-family homes and <br />townhomes, and the PUD is necessary to increase the density. If the Council would like to <br />proceed that way he would be happy to See if it is allowed and confer with the City Attorney. <br /> <br />Counci hnember Elvig concurred with Councilmember Cook. He expressed concern that mixed <br />use opens up a can of worms in the long term with the possibility of commercial use. <br /> <br />Assistant Community Development Trudgeon advised the zoning is TC-4a, which is primarily <br />residential. <br /> <br />Councilmember Kurak inquired about snow storage. <br /> <br />Phil Domer, Vice-President of Brightkeys, Inc., replied there are designated snow removal <br />areas. <br /> <br />Assistant Community Development Director Trudgeon indicated the City will take care of <br />snow in the public streets. <br /> <br />Assistant Public Works Director Olson advised the snow from the public street will be moved <br />within the right-of-way. He noted this is part of the Phase 2 roadways in Town Center that <br />have had approval of feasibility study preparation. The roadways directly to the west of this <br />long cul-de-sac will be moving forward and will provide the second alternative access to this <br />subdivision.
