Councihnember Elvig noted this Comprehensive Plan Amendment would allow this site to go into the same zoning as what is exactly across the street and to the west, which would be Medium Density and Mixed Use. However, there would still be control under the T-4 zoning not to allow commercial into this area. Motion by Councilmember Elvig, seconded by Councilmember Kurak, to adopt Resolution #04-12-389 approving the amendment to the Comprehensive Plan to change the land use on the Subject Property, from Medium Density Residential to Mixed Use. Further discussion: City Administrator Norman advised staff would encourage the TC zoning in this location, because there are some design standards that can be applied and quality issues that can be applied under TC zoning. Motion carried. Voting Yes: Mayor: Pro Tern Zimmerman, Councilmembers Elvig, Kurak, Cool(, and Pearson. Voting No: None. Absent: Mayor Gamec and Councihnember Strommen. Case #13: Request to Rezone Certain Property from Ro2 Medium Density Residential to Town Center 4-A; Case of Brightkeys, Inc. Assistant Community Development Director Trudgeon explained the proposed ordinance would rezone a portion of the Brightkeys property from R-2 Medium Density Residential to TC-4a Town Center. The ordinance would just be introduced at this time. Motion by Councilmember Cook, seconded by Councilmember Pearson, to introduce an ordinance amending Section 9.20.04 "Map" of Chapter 9 of the City Code or Ramsey, Minnesota, rezoning the Subject Property from R-2 Medium Density Residential to TC-4a Town Center. Motion carried. Voting Yes: Mayor Pro Tem Zimmerman, Councilmembers Cook, Pearson, Elvig, and Kurak. Voting No: None. Absent: Mayor Gamec and Councilmember Strommen. Case #14: Request for Preliminary Site Plan Review for Ramsey Municipal Center Case of City of Ramsey Assistant Community Development Director Trudgeon reviewed that the City of Ramsey is proposing to develop a 69,070 square foot Municipal Center consisting of a two story City Hall and one-story Police Station. The Municipal Center is designed for an additional story on each part o[' the building for an additional 10,700 square feet. In the spring of 2004, the City Council authorized the creation of schematic plans for a new Municipal Center. At this point, the schematic design is completed. The Council reviewed the schematic plan during the November 9, 2004 work session. At that meeting, the Council directed staff to bring folwvard the p,'eliminary site plan for the new Municipal Center to the Planning Commission for review. Prior to making a final decision on whether or not to build a new Municipal Center, the City Council wanted the site plan to go through the approval process for two reasons: a) to make City Council/December 14, 2004 Page 29 of 33
