Councihnember Elvig noted this Comprehensive Plan Amendment would allow this site to go <br />into the same zoning as what is exactly across the street and to the west, which would be <br />Medium Density and Mixed Use. However, there would still be control under the T-4 zoning <br />not to allow commercial into this area. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Kurak, to adopt Resolution <br />#04-12-389 approving the amendment to the Comprehensive Plan to change the land use on the <br />Subject Property, from Medium Density Residential to Mixed Use. <br /> <br />Further discussion: City Administrator Norman advised staff would encourage the TC zoning <br />in this location, because there are some design standards that can be applied and quality issues <br />that can be applied under TC zoning. <br /> <br />Motion carried. Absent: Mayor Gamec and Councihnember <br />Strommen. <br /> <br />Case #13: <br /> <br />Request to Rezone Certain Property from Ro2 Medium Density Residential <br />to Town Center 4-A; Case of Brightkeys, Inc. <br /> <br />Assistant Community Development Director Trudgeon explained the proposed ordinance <br />would rezone a portion of the Brightkeys property from R-2 Medium Density Residential to <br />TC-4a Town Center. The ordinance would just be introduced at this time. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to introduce an <br />ordinance amending Section 9.20.04 "Map" of Chapter 9 of the City Code or Ramsey, <br />Minnesota, rezoning the Subject Property from R-2 Medium Density Residential to TC-4a <br />Town Center. <br /> <br />Motion carried. Voting Yes: Mayor Pro Tem Zimmerman, Councilmembers Cook, Pearson, <br />Elvig, and Kurak. Voting No: None. Absent: Mayor Gamec and Councilmember Strommen. <br /> <br />Case #14: <br /> <br />Request for Preliminary Site Plan Review for Ramsey Municipal Center <br />Case of City of Ramsey <br /> <br />Assistant Community Development Director Trudgeon reviewed that the City of Ramsey is <br />proposing to develop a 69,070 square foot Municipal Center consisting of a two story City Hall <br />and one-story Police Station. The Municipal Center is designed for an additional story on each <br />part o[' the building for an additional 10,700 square feet. In the spring of 2004, the City <br />Council authorized the creation of schematic plans for a new Municipal Center. At this point, <br />the schematic design is completed. The Council reviewed the schematic plan during the <br />November 9, 2004 work session. At that meeting, the Council directed staff to bring folwvard <br />the p,'eliminary site plan for the new Municipal Center to the Planning Commission for review. <br />Prior to making a final decision on whether or not to build a new Municipal Center, the City <br />Council wanted the site plan to go through the approval process for two reasons: a) to make <br /> <br />City Council/December 14, 2004 <br /> Page 29 of 33 <br /> <br /> <br />
