REQUEST FOR FINAL. SITE PLAN APPROVAL OF THE <br /> POND BUILDING IN RAMSEY TOWN CENTER 3aD ADDITION; <br /> CASE OF RAMDANCE, LLC <br />By: Sylvia Frolik, Asst. Community Dev.'Dir./HRA Executive Director <br /> <br />Case <br /> <br />Background: <br /> <br />Ramdance, LLC has submitted a final site plan for approval of the fourth and final building in <br />Phase 1 of the Ramsey Town Center 3rd Addition, Lot 1. The other structures previously <br />approved for Phase 1 include the Coborn's grocery store, the Corner retail building in the <br />northeast corner of the site, and the Gateway. retail building in the northwest corner of the site. <br />This fourth building backs up to the pond adjacent to Armstrong Blvd., and will be referenced as <br />the Pond Building. The fbllowing items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map .. <br />Proposed current and future site layout for the Pond Building dated 12-7-04 <br />Proposed building elevations (color exhibits will be provided at the meeting) <br />Planning Commission meeting minutes dated 12-2-04 <br />City Staff Review Letter dated December 29, 2004 <br /> <br />Background: <br /> <br />At the December 2"a Planning Commission, the City Staff and Planning Commissioners <br />reviewed the preliminary site plan. The discussion focused on concerns with the design of the <br />drive-thru feature on the Pond Building, in combination with the drive-thru pharmacy feature on <br />the Coborn's building, resulting in conflicting traffic patterns and flow through this westerly <br />parking tot. Specifically, the following issues were raised: <br /> <br />a) <br />b) <br /> <br />c) <br /> <br />d) <br />e) <br /> <br />the length' of the drive-thru lane may be inadequate depending on the tenant; <br />the traffic conflicts that could arise from the entrance to the drive thru lane being <br />so close to the entrance tO the parking lot; <br />orderly traffic patterns with two drive-thru's in the same area (Pond Building and <br />Coborn's Pharmacy); <br />impact on traffic flow to both drive-thru's if Coborn's expands as anticipated; <br />continued compliance with off-street parking requirements for the multiple uses <br />on Lots 1 and 2 as parking spaces would have to be removed to still accommodate <br />2 drive-thrus if Coborn's expansion occurs at some point in the future. <br /> <br />Subsequent to the Plarming Commission meeting, Ramdance submitted revised plans for site <br />layout, grading, and future site layout dated December 7, 2004. These plan revisions were <br />reviewed by City Council on December 14 as part of the request for preliminary site plan <br />approval. The drive-tkru for the Pond Building was lengthened to accommodate 4 rather than 3 <br />vehicles <br /> <br /> <br />
