Presentation <br /> <br />Associate Planner Wald advised that Steve Fetdman is proposing to construct a 12,000 square <br />foot office facility on Lot 1, Block 1, in the proposed Ramsey Office Park subdivision. She <br />stated the subject property is 1.45 acres in size and is zoned B-1 Business. <br /> <br />Associate Planner Wald explained the subject property is located within the Scenic Overlay <br />District and subject to a 30% impervious coverage restriction. She indicated the site plan is <br />proposing 49% building and pavementlcoverage. She indicated a variance will need to be <br />obtained from the City and certified by the DNR in order to construct the site plan as proposed. <br />She stated Staff sent Tom Hovey, from the DNR, a copy of the proposed site plan. <br /> <br />Associate Planner Wald advised that in ~Mr. Hovey's initial comments he had concerns about the <br />runoff and wanted more native plantings. She stated when Staff talked to him it was clear he did <br />not have information on Rivers Bend storm water pond, which was designed to handle the <br />drainage for the mall and this property. She indicated Mr. Hovey felt that made a big difference <br />and Staff believes he wilt revise his comments when he reviews the accurate, up-to-date <br />information. <br /> <br />Associate. Planner Wald further advised that in 1980 the City agreed to allow any development <br />that occurred on the subject property to deviate from all setbacks and lot sizes by 25%. She <br />indicated that the site plan meets front, side, and rear yard setbacks established in the B-1 <br />District. She stated City Code also requires ia 20 foot parking/maneuvering setback along all <br />public streets. She indicated that applying the 25% deviation, the site plan needs to meet a 15 <br />foot parking setback along Xkimo Street :and State Highway #47. She indicated the original site <br />plan complied with this setback along Xkimo Street, however a 10 foot setback was being <br />proposed along a portion of Trunk Highway #47. She stated the applicant has revised the site <br />plan to comply with City Code. <br /> <br />Associate Planner Wald stated the site plan is required to provide 40 parking stalls and 77 are <br />shown. She indicated the exterior materials will consist of brick and the building height will be <br />15 feet. She explained the landscaping plan will need to be revised to reflect the comments <br />outlined in the City Staff review letter. <br /> <br />Associate Planner Wald indicated the Site plan is proposing to gain access from Xkimo Street. <br />She stated the site plan is showing a concept plan for future office development on Outlot A. <br />She noted Staff did not complete an official review of the future project, however an access is <br />being conceptually proposed in close proximity to 143rd Avenue. She stated Staff relayed to the <br />applicant that access points along Xkimo Street need to be limited. Staff is recommending that a <br />maximum of two access points be permitted along Xkimo Street between 143rd Avenue and <br />142'~d Avenue; one of the accesses should be located directly acrOss from 147 Avenue.
