Associate Planner Wald stated City Staff recommends site plan approval. <br /> <br />Public Input <br /> <br />Tom Borchart, 14265 Xkimo Street stated he lives across the street in the fifth 10t. He indicated <br />his concern is with the driveway entrance and the amount of traffic. He stated there are a lot of <br />kids that use the sidewalk, and he is concerned that if there is another entrance it will be harder to <br />get out and the kids will be at risk. He indicated he is not opposed to the building, but is <br />concerned with the access point. He stated he would also like to see more screening. <br /> <br />Associate Planner Wald noted that the revised site plan does show more screening, which Staff <br />had required. <br /> <br />Joe Volavka, 5060 143rd Avenue indicated when they built Holiday, Staff said if any other <br />building went here there would have to be a holding pond. <br /> <br />Chairperson Nixt indicated his understanding is Staff is looking to see if the previously created <br />pond at River's Bend would hold the drainage from this development also. <br /> <br />Mr. Volavka indicated he heard that tonight also, but he wants to be sure that his property is not <br />flooded. He stated that during the Holiday Station construction Staff said they would need <br />another pond. <br /> <br />Chairperson Nixt stated if it turns out the pond size is adequate another pond may not be needed <br />or required. <br /> <br />Associate Planner Wald added that Staff may have said they need to review the ponding situation <br />before further construction to see if it is adequate. She noted that two other agencies would be <br />reviewing the drainage and pond situation as well. <br /> <br />Chairperson Nixt asked if the area is prone to flooding now. <br /> <br />Mr. Volavka indicated when it rains in the spring his sump pump runs constantly. <br /> <br />Commissioner Brauer commented that three of the last four springs the City has had to close the <br />park because it was under water. He stated if the DNR is comfortable with it then he is okay, but <br />if the drainage is going to the pond in the park it is really going into the river. <br /> <br />Commissioner Van Scoy asked if both areas would be looked at when reviewing water mn-off. <br /> <br />Associate Planner Wald indicated they would. <br /> <br />Chairperson Nixt stated when looking at the variance to the impervious surface he wonders why <br />they need almost double the parking stalls. <br /> <br />PlO <br /> <br />Planning Commission/December 2, 2004 <br /> Page 10 of 19 <br /> <br /> <br />
