Chairperson Nixt asked how this property is zoned. <br /> <br />Associate Planner Wald stated it is B-1. <br /> <br />Chairperson Nixt noted this means it could have a retail center with a plethora of access points. <br />He stated he believes the office building with two points is a better option. He indicated he can <br />appreciate the safety concerns in the neighborhood but thinks the current locations of ingress and <br />egress are good. <br /> <br />Mr. Feldman suggest he install speed bumps and signs noting there are children in the area. <br /> <br />Commissioner Brauer agreed that would be a good compromise. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Brauer to recommend that City Council <br />approve the proposed site plan contingent:upon the following: <br /> 1. Compliance with City Staff Review Letter dated November 24, 2004; <br /> 2. Obtaining a variance for impervious isurface restriction in the Scenic River Overlay <br /> District; <br /> 3. Working with Staff to address thetrail plan including making the. recommendation to the <br /> Park and Recreation Commission on the proposed location discussed by the Planning <br /> Commission; <br /> 4. Looking at methods to control on-site traffic flow; <br /> 5. Enhance screening along Xkimo Street; <br /> 6. Reducing parking stalls to a reasonable number, <br /> <br />Commissioner Brauer commented this should be a heads up to Staff to look at the traffic needs <br />on Xkimo Street. <br /> <br />Associate Planner Wald indicated the entire area has traffic issues that Staff will need to address. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Jeffrey, Johnson, <br />Shepherd, and Van Scoy. Voting No: None. Absent: Commissioners Watson. <br /> <br />Case #5 <br /> <br />Presentation <br /> <br />Request for Preliminary Site Plan Review for Ramsey Municipal Center; <br />Case of City of Ramsey <br /> <br />Assistant Community Development Director Trudgeon advised that the City of Ramsey is <br />proposing to develop a 69,070 square foot Municipal Center consisting of a two story City Hall <br />and one-story Police Station. He indicated for the past year, the Ramsey City Council has been <br />looking at the option of constructing a new Municipal Center in the Ramsey Town Center. He <br />stated that in the Spring of 2004, the City Council authorized the creation of schematic plans for <br />a new Municipal Center. He indicated the schematic plan is complete, and the City Council <br />reviewed the plan during their November 9, 2004 work session.
