The county has indicated if the City moves forward <br />with the flashing lights the county would make a recommendation to the County Board to <br />reimburse the City of Ramsey, The Committee felt strongly to recommend the flashing lights. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee for Committee/Staff Input Case 1 and direct <br />staff to install warning lights on CR 5 in front of Ramsey Elementary School at a location agreed <br />upon by the County and the City Police Deparnnent. <br /> <br />Further discussion:' Councilmember Kurak asked where the funds would come from. <br />Councilmember Elvig replied that is not known at this time, and a cost analysis is needed. The <br />Committee wanted to bring forward the strong sense of urgency that something needs to be done. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Kurak, Pearson, and <br />Strommen. Voting No: None. Absent: CouncilmemberZimmerman'. <br /> <br />Councilmember Elvig reported Public Works Director Kapler also recommended flashing lights <br />be installed in front of Fire Station No. 1, as it can be a dangerous situation with the hill as the <br />emergency vehicles pull out. The Committee recommended the Council direct staff to move <br />fbrward on this as well. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee for Committee/Staff Input Case i and direct <br />staff to install warning lights in front of Fire Station No. 1. <br /> <br />Motion carried. Absent:: Councilmember Zimmerman. <br /> <br />Case #3: Consider Crosswalks on Alpine Drive <br /> <br />City Engineer Jankowski stated in thei last three weeks staff has received two verbal requests <br />from residents living north of Alpine Drive for cross 'walks to assist their children in walking to <br />Ramsey Elementary School. Both of th'ese requests came from the' area north of Alpine Drive <br />between CSAH 5 and TH 47. One request was for a crossing at the entrance into City Hall at <br />Alpine Drive. The second request was for this same crossing plus a crossing of CSAH 5 at the <br />other entrance to City Hall. This second requested crossing also included an adult crossing <br />guard, tie explained in order to properly install a pedestrian'.crossing the pavement must be <br />painted and properly signed. The opportunity to paint pavement is temperature dependant and <br />can continue to be performed only for another couple of weeks. It is because of this time <br />dependency that staff is bringing this request:directly to the Council for consideration. <br /> <br />City Engineer Jankowski explained the City has no authority for the requested crossing at CSAH <br />5 or providing an adult crossing guard.~ A trail' exists on the north side of Alpine Drive from the <br />entrance at the City Hall east to TH 47 where there is a traffic signal, and also on the south side <br />of Alpine Drive between CSAH 5 and TH 47: Crosswalks tend to get people to walk in certain <br /> <br />City Council/November 9, 2004 <br /> page 15 of 31 <br /> <br />P35 <br /> <br /> <br />
