patterns, and it would be much more preferable to complete the trail between the west terminus
of the existing trail on the north side of Alpine Drive and CSAH 5. Although this section is
relatively short it will require installing curb and gutter on Alpine Drive and may involve
property acquisition as well.

City Engineer Jankowski stated he had a difficult time with the recommendation on these
requests. He explained on one hand, to put a crosswalk in from a monetary standpoint is
relatively inexpensive, at only about $-1,000. However, on the other hand, they want to avoid the
proliferation of crosswalks and use them sparingly. His initial inclination' was to dgny the
requests and wait for a more permanent solution, but he realizes it may be difficult to get this
piece of trail in soon. As an alternate recommendation the Council may wish to install this
crosswalk and specify it be there only until such time as there is a more permanent crossing that
can be obtained on CR 5, and a piece of trail extended.

Mayor Gamec commented there could be a crossing guard at CR 5 and Alpine Drive. He
expressed 'concern with kids cutting though the City Hail property between parked cars, with the
police cars coming out of there fast.

Councilmember Cook suggested the crosswalk could be laid out with reflective tape. He stated
he agrees with the mayor, and he would agee with a temporary crosswalk. However, a
crosswalk does not work as well in the middle of a walk as at an intersection, and they should
move aggressively on the trail next summer.

Councilmember Strommen indicated they should do something temporarily, but should move
forward as quickly as they can on completing that trail section.

Motion by Councilmember Cook, seconded by Councilmember Strommen, to approve the
crosswalk as a temporary installation at such time as the trail system is completed on the north
side on Alpine Drive west to CSAH 51

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Strommen, Elvig, Kurak,
and Pearson. Voting No: None. Absent: Councilmember Zimmerman. '

Case #4:

Request for Preliminary Plat Review of Regency Pond 4ch Addition; Case of
TSM Development, Inc.

Associate Planner Geisler indicated TSM Development has submitted a request for preliminary'
plat review of Regency Pond 4th Addition. Based on the direction received at the October 19th
work session, staff worked with the applicant on an appropriate cut-de-sac for the terminus of
148th Avenue NW, which is shown on the revised preliminary plat. At the August 5, 2004
meeting the Planni'ng Commission recommended approval of the request for preliminary plat
approval, with several conditions. The revised preliminary plat meets these conditions, along
with those raised at the October 12, 2004 Council meeting.
