authorization of the design of all these improvements by Hakanson Anderson Associates, Inc. <br />with design fees not tO exceed $105,500, This cost does not include the bridge design, which <br />could be close to $50,000 in itself. <br /> <br />Councilmember Strommen questioned if it is being proposed to go. ahead with the feasibility <br />study and the design of Phase [I, but the actual construction would not go forward until the <br />conditions laid out in t.he Master Development Agreement are completed. <br /> <br />Assistant Public Works. Director Olson replied the construction wOuld not be completed until the <br />conditions of the Master Development Agreement are satisfied, or there is further clarification <br />and a public hearing is held. To d° the assessments they wOuld have to go forward with the <br />assessment procedure. <br /> <br />Councilmember Strommen asked what year was slated for Phase II improvements. <br /> <br />Assistant Public Works Director Olson replied the improvements were Planned for 2006 or 2007. <br />The full build out of Town Center was anticipated'by 2007 in the initial phasing of this project. <br /> <br />Councilmember Strommen stated they should be certain that they are aware 'of any financial <br />impact of moving the timeline faster than they had anticipated so there are not Phase II bonds on <br />top of Phase I bonds. · <br /> <br />Assistant Public Works Director Olson rePlied these comments will be incorporated into the <br />feasibility study. <br /> <br />Councilmember Cook noted tonight they passed wordage for going on with an amendment to the <br />Master Development Agreement, which says they may be phasing these Phase II improvements <br />in a different way, and they need to know what they will be getting into before they start that <br />phasing. <br /> ._ <br />Assistant Public Works Director Olson r~plied they agreed to negotiate on the construction of the <br />Phase II roadways, but that does not stipulate a timeline. He advised Sapphire Street and this <br />connection is essential soon. The design of segment one is necessary shortly, but a good deal has <br />been done with the Third Addition, so. the cost is not very high for the final design. He did not <br />feel it was prudent to construct the segments of road and put cul-de-sacs on both ends, when they <br />only had to go a little longer and connect the loop and create another avenue for traffic to get to <br />the bus stop. The bottom line is he has asked for approval to do the final 'design, as it cannot hurt <br />to have the information when development proposals come forward. However, at the very <br />minimum the total design cost of $56,900 outlined on page 353 is needed. <br /> <br />Councilmember Elvig stated the conversation aboUt the timing is prudent, as if they stretch <br />things too far out the tax base will not be there.
