Case #8:

Consider Agency Agreement for Trunk Highway 10 Interchange Work and
Consider Authorization to Send Request for Proposals to Interested
Consultants

City Attorney Goodrich advised the City of Ramsey' has been success~l in obtaining a grant
· from the Federal Highway Administration (FHWA) to perform design services for the Highway
10 interchanges at Sunfish Lake, Ramsey and Armstrong Boulevards. The agreement sets forth
the rules to use the want dollars ($188,083,72) and it is anticipated that the local match portion
($47,000) will-come from a combination of City, State and County participation. A response
has not been received to the two letters from the other agencies as to their formal commitment to
this grant. The Request for Proposals has been sent to the Anoka County Highway Department
(ACHD) for their review. It is intended to have them part of the selection Committee to
determine the most responsible proposal.

Councilmember Strommen inquired if there is something that can be done to. speed up an answer
from the county and state, as the letters that l~ave not been answered yet are 'dated last March.

City Attorney Goodrich replied these are not the agencies they are waiting for a reply from.

Motion by Councilmember Cook, seconded by Councilmember Strommen, to authorize the
si~ing of the attached Agency Agreement and authorizing staff to send out the attached Request
for Proposals.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Strommen, Elvig, Kurak,
Pearson, and Zimmerman. Voting No: None.

Case #9:

Consider Allocation Agreement between RTC LLC; Ramdance and the City
of Ramsey

City Administrator Norman indicated a draft of the allocation agreement between RTC LLC
Ramdance and the City of Ramsey has been distributed to the Council. Staff recommends this
allocation agreement be adopted.

City Attorney Goodrich reviewed the proposed allocation agreement between RTC LLC;
Ramdance and the City. He advised the folloWing language should be added to the motion:
"...and authorize the City Attorney to make non-substantive amendments requested by parties to
the agreement."

Councilmember Cook asked if the Phase I parking ramp assessment included in this allocation
agreement for $240,000 will be eliminated when the Master Development A~eement
amendment is completed. He noted when the Master Development Agreement amendment was
last discussed it was indicated that it would be a deal killer for Ramdance if. there were required
to pay for the ramp.

P64

CiD' Council/November 23, 2004
