City Attomey Goodrich replied the net amount would be paid to.the Metropolitan'Council, which
would be Jess maintenance expenses.

City Administrator Norman noted rent profits would all go back to the Metropolitan Council, but
as Councilmemb'er Elvig pointed out there would be jobs.involved, and if it 'is a quality building
there would likely be a great deal of taXes. This tax revenue would continue going to the City,
county and special taxing districts.

Councilmember Elvig questioned what the parameters are on the leasing, and if. they stipulate
certain values or market rates.

City Attorney Goodrich replied he assumes they would be at reasonable market value.

Councilmember Elvig stated this is something to take a strong look at. It may be of interest for
people selling property to get a reasonable rate for a lease, and it may be a cash incentive for
people to start releasing properties. He feels strongly they need to keep the project intact as
much as possible, but if the project doesnot go thi-ough he does not want to be left with a hole in
the ground.

City Attorney Goodrich reported there iSanother property that is Close to be acquired.

Motion by Councilmember Elvig, seconded by Councilmember Cook, to authorize the City to
enter into a Loan Agreements between the-Metropolitan Council and the City of Ramsey for
Protective Acquisition of Highway Right-of-Way for the Miller parcel in the amount not to
exceed $359,000.00 and the RTC LLC parcel not to exceed $1,025,000.00

Motion carried.
