Town Center 3 rd Addition - Site Plan/Pond Building
December 29, 2004

Town Center Development Review Guidelines: The.following comments are a review of the
site plan in accordance with the Sub-District Guidelines roi' the. TC-2 Commercial area, as found
in the Final Draft Town Center Development Guidelines.

Public Realm/Streetscape: No public parks are identified for this sub-district.. This sub-district
encourages a mix of large and small floor buildings, accommodating auto-oriented uses.
Therefore, an attractive streetscape, small scale green spaces, pockets of gathering areas are
encouraged. The Pond Building does back up to a pond. The site. plan for the building identifies
an outdoor dining area overlooking the pond to provide that small scale green space and a public
gathering area.

Site Development.' The site plan for Lot 1 and Lot 2 includes a mix of large scale retail and
convenience uses. The nature of the TC-2 sub:district will inevitably include gaps between
· buildings, surface parking adjacent to street right-of-way, and greater building setbacks.
Generally, the buildings proposed tbr this block are located at the street right-of-way, with the
exception of the Pond Building and the grocery store. While the Pond or restaurant building will
not be adjacent to Sunwood Drive and the associated streetscapes, it will be located adjacent to a
landscaped pond. The proposal for the Pond building will provide an outdoor dining experience
that overlooks the landscaped pond area.

/-lrchitectural Stcmdards: In accordance with.stated goals of the Town Center design guidelines,
detailed elevations regarding architecture for the building have been provided. The architectural
features of the Pond Building are multi-sided and include diversity in texture, color, shapes,
projections, recesses, height, and transparency at street level. The selected materials are
consistent with the buildings approved in Phase 1 and include brick, EIFS, and Split-Faced CMU
integrally treated with color, and metal accents. It is noted that some of the metal accents are
referred to as corrugated metal panels. Staff is requesting that a sample of the corrugated metal
panels be provided at the Pianmng Commission meeting for review. The TC-2 District requires
buildings to be l-3 stories in height. The comer retail building is one-story.

The guidelines recommend 35% of the total Found level street front fagades be glass openings.
The building contains access doors facing the parking lot rather than a street. The glazing
calculation for the north or parking lot side of the building is 18%. The reduction in glazing'
materials is logical, given that restaurants are not the typical window shopping experience the
City is striving tbr with the retail buildings. The use of brick is encouraged; 37% of the total
non-glazed wall area is brick. The calculations provided ihdicate that 44% of the non-glazed
area is brick and/or a comparable material.

23
