Town Center 3rd Addition - Site Plan/Pond Building <br />December 29, 2004 <br />Page 3 of 5 <br /> <br />Parking Standarcls: Since there will be shared parking on the entirety of Block 1, the parking <br />requirements for Lot 1 and 2 were-reviewed and approved'as part of the Phase 1 plan for Lot 1. <br />City Code stares that 4 parking spaces are required [br each 1,000 square feet of retail space and <br />5 spaces are required for every 1,000 square feet of restaurant space. According to this latest <br />version of the site plan, there is ultimately 100,000 square feet of retail and 9,2'00 square feet of <br />restaurant ultimately planned for Lot 1 and 2. This equates to a minimum of 445 parking spaces <br />(45 restaurant and 400 retail). The sire plan identifies 489 parking spaces. City Code also states <br />that a development cannot exceed parking stall minimums 8y more than 25%, the site plan is <br />providing an additional 44 parking stalls, which is only a t0% increase. The site plan meets <br />parking requirements established in City Code. <br /> <br />Drive-Up Window: hi accordance with the TC~2 regulations, a Conditional Use Permit is <br />required ~br the drive-up window amenity propose~f on the building. On December 14, 2004, the <br />City Council approved the request for a Conditional Use Permit fbr a drive-up feature. The <br />approval was granted lb[lowing a significant discussion of the impact of the drive-up window on <br />the traffic flow and patterns in the southwestern parking tot. Approval was granted based on site <br />layout revisi.ons dated December 7 that were submitted to the City Council on December 14, <br />2004 and contingent upon the Planning Commission being given the opportunity to review the <br />final site plan and modifications to the design of the drive-up lane. <br /> <br />Lighting: Please provide the City with details regarding the lighting that will be on the building <br />and located in the parking lot ]~br review. City standards require that the luminaire (light source) <br />must not be visible from beyond the property line. The applicant should submit shop drawings of <br />the lighting fixtures for review and approval 'by the City f~ngineer. <br /> <br />Signs: A sign permit will be required tbr all site signs. Wall signs are limited to a total square <br />footage equal to 15¢/o of the area of the t'ront building f'a,cade. At least 50% of that allotment <br />must be placed on the ~¥ont wall; remaining signage area may be distributed on other walls of the <br />building. Wall signs may not exceed the top of the wall. One ground sign is allowed for each <br />parcel at a size not to exceed 100 square feet. City Code also has provisions for drive-up menu <br />boards, parking lot directional signs; window signs and real estate signs. <br /> <br />REU ,.Number: Submittal of impervious surface and green space calculations is necessary in <br />order to determine the quarterly REU charges. The REU will be charged to the owners of Lot I <br />and Lot 2 of the Plat since ir is [inked to property identification numbers. <br /> <br />Devetopmeat Agreement: The Development Contract drafted tbr the approval of [he first 3 <br />buildings in Town Center 3,d Addition-(~'ocery, gateway retail, corner retail) is being amended to <br />include the pond building.. <br /> <br />22 <br /> <br /> <br />
