R~tm River &[eadows <br />Sketch Plan Review <br />December 30, 2004 <br />~of3 <br /> <br />Drainage: <br />process. <br /> <br />Grading and drainage plans will need to be provided during the. preliminary plat <br /> <br />Access to Lots: The development proposes to gain access from Potassium Street from the south. <br />The sketch plan is showing a pr/vale street servicing the units. Per our conversation on December <br />20, 2004, it is staff's understanding that the sketch ptan is in the process of'being revised to <br />provide a public street tt~roughout the development. Potassium is currently an unimproved street <br />and wilt need co be upgraded as part of this prgject. The upgrades must include extending city, <br />services to the south and installing an urban section street; Staff has suggested working with the <br />developers of Shade Tree Cottages to the west to gain access to Potassium/Radium through their <br />plat. This will reduce the amount of pavement in this area and better define the traffic patterns. <br />This development will require a variance to the length of cut-de-sac. The city has discussed the <br />possibility of cost sharing for the upgrade of the portion of the street outside this plat. <br /> <br />Per our meeting on December 20: 2004, it is sial'Es understanding that the sketch plan will be <br />revised to provide a connection to the south in order to facilitate future development. <br /> <br />Utilities: All lots are proposed to be served by municipal sewer and water. There are 2 existing <br />sanitary sewer tiff stations east of this project that are proposed for abandonment in the City's 5 <br />year Capital Improvement Program. The proposed gravity route crosses this plat and adequate <br />drainage and utility easements will need to be dedicated over this line. The City and Developer <br />will need to enter into a cost sharing agreement regarding the extension of sanitary sewer as <br />noted above. <br /> <br />Traffic Generation Analysis: The City Charter requires a traffic analysis report for this <br />development. City Staff may utilize the services of a consultant to prepare the report and the <br />expenses incurred will be charged to the plat application escrow fund. This report Will be <br />initiated during preliminary, plat review. <br /> <br />Overall Development Design: The sketch is located in close proximately to the proposed Shade <br />Tree Cottages subdivision. Coordination between Shade Tree Cottages and Rum River Meadows <br />needs to occur in order to provide the most efficient Potassium Street upgrade and orderly <br />development. <br /> <br />Park Dedication: The sketch plan will be forwarded to the Park and Recreation Commission at <br />their January, meeting. The City has the option for [and, cash or a combination thereof. [t is <br />expected that a i'ormal Park Dedication recommendation will occur once the preliminary plat is <br />submitted. Any cash park dedication fees ~vi]l be required to. be paid to the City prior r'o the <br />release of the final plat for recording. <br /> <br />Trail Fee: The plat will be subject to Trail Fees and they must be paid prior to release of the final <br />plat ~'c,r recording. <br /> <br />38 <br /> <br /> <br />
